Steering Committee Minutes Page 2 <br /> May 25, 1994 <br /> 4Pite• <br /> important that we properly plan for industrial development in Elk River because it FED <br /> provides jobs for our citizens and a diverse tax base helping distribute the <br /> property tax burden Items that will be discussed are: the history of industrial <br /> development in Elk River, current status of industrial property, industrial <br /> developments contribution to the tax base, importance of providing land for <br /> industrial development, and discussion of goals and policies. <br /> Item 1- History of Industrial Development in Elk River <br /> Over the years, industrial plats in Elk River have not been as common as <br /> residential or commercial developments. The length of time to sell industrial <br /> property as well as the related costs for taxes and assessments has discouraged <br /> private development in industrial parks. There are some exceptions; Rail 10, <br /> Armon, RR Industrial Park, John Oliver Industrial Park, and Elk River Industrial Park <br /> (Elk River Associated Investors). <br /> Important factors for industrial developers: access to utilities, and access to <br /> roads. Industrial development does take time and requires long range planning. <br /> The history of the EDA's involvement- EDA was seeing that the industrial property <br /> was shrinking and that there were no new private developers coming forward <br /> with new industrial plats. EDA formed the Business Park Task Force, which <br /> examines opportunities for property to be developed for business park and light <br /> III <br /> industrial. Another task of the EDA Task Force has been to come up with a <br /> business park zoning ordinance. It is the hope of the Business Park Task Force to <br /> promote development and business park standards that might allow a light <br /> industrial plat elsewhere in the City that would handle small machine shop type <br /> businesses. <br /> Item 2- Current Status of Industrial Property <br /> Pat Dwyer showed an overhead of the Item #2 handout: business park <br /> light/medium industrial areas and discussed general location of existing industrial <br /> zoning. <br /> Item 3- Overlay Map of Existing Industrial Plats is Presented with Discussion <br /> Item 4- Summary of Existing Industrial Plats and Vacant Lots <br /> Pat Dwyer answered Mary Eberley's question on which plats have City Sewer & <br /> Water. <br /> Plats having water & sewer are: E.R. Industrial Park, McChesney Industrial Park, <br /> Meadowvale Commercial Park. Mr. Dwyer emphasized that available industrial <br /> property that is platted and ready for development is hard to find. <br /> Item 5- Summary Industrial Sales 1989-Present <br /> .
