Memo to the Planning Commission/P 97-12
December 23, 1997
Page 6
1111 building includes a total of 80 living units, kitchen, dining area, general office
space for administration, therapy, home health, crafts and recreation and
parlor. Each of the assisted living units have an area of approximately 480
square feet. This building is proposed to be a two-story structure.
Site Plan Review
• Parking/Circulation
1. The design of the entrances off Joplin frontage road will need to be
reviewed to determine the appropriate width and striping of lanes.
2. It is unclear why the parking lot serving the commercial building has a
"curvilinear design". Consideration should be given to provide a more
conventional design.
3. Several of the driveways entering the townhomes have difficult
turning movements to enter the garages. This should be reviewed to
try and improve this turning movement.
4. The distance between the garages on units 16 and 17 and 14 and 15 is
• about 45 feet. It may be difficult for a resident to enter or back out of
these driveways if a vehicle is parked in the opposing driveway. A
desirable distance between garages should be 60-65 feet.
5. The Fire Chief has requested an emergency access be provided from
the driveway to the motel. The access drive will be used for only
emergencies. Furthermore, the access drive can double as a pedestrian
trail as requested by the Park & Recreation Commission.
6. Depending upon the type of commercial business, parking will need to
be provided in accordance with the City ordinance. Currently there is
not enough parking shown to serve the commercial building.
7. The Fire Chief has indicated a possible need for no parking signs
throughout the project. This will need to be monitored and signs will
have to be installed if a problem arises.
8. All parking and driveways shall be bounded with concrete curb and
gutter (B612).
9. The radius of the private street should be increased to allow larger
delivery trucks and emergency vehicles easier access throughout the
IIsite.
f:\shrdoc\planning\pc\p97-12x3.doc
