Memo to Planning Commission/CU 97-25 <br /> September 30, 1997 <br /> Page 3 <br /> ID and 165th, excluding the required 10 foot setback from the right-of-way, be <br /> paved and repaired. <br /> Landscaping <br /> Currently there are 2 trees that were planted along 165th. Neither of the <br /> trees meets the minimum size requirements of the landscape ordinance. A <br /> landscaping plan the complies with the landscaping ordinance should be <br /> provided. The landscape plan could be used to fulfill the conditions of the <br /> conditional use permit for the recycling center as well as any landscape <br /> requirements for this application. <br /> With 1721 linear feet around the perimeter of the property, the landscape <br /> requirements include 43 trees of which 50% (22) have to be overstory trees, <br /> 25% (11) have to be conifers and 25% (10) have to be ornamental trees. Trees <br /> used to fulfill the landscape requirements also need to meet the minimum <br /> size requirements which are 2" diameter for overstory trees, 6 feet high for <br /> conifers and 1.5" diameter for ornamental trees. <br /> Signage <br /> III There is a freestanding sign on Highway 10 that is used by the recycling <br /> center. The maximum sign area allowed for the freestanding sign is 64 <br /> square feet. Because the property has more than 300 feet of frontage on <br /> Highway 10, a second freestanding sign would be allowed provided it is more <br /> than 150 feet away from the existing sign. The applicant would also be <br /> allowed a wall sign that does not exceed 2 square feet in area for every linear <br /> foot of building frontage. All signage will require a sign permit. <br /> Recommendation <br /> It is recommended that the Planning Commission recommend approval of <br /> this request with the following conditions: <br /> 1. THAT THE CONDITIONS INCLUDED AS PART OF THE APPROVAL FOR THE RECYCLING <br /> CENTER BE MET. <br /> 2. THE ACCESS FROM 165TH AVENUE CLOSEST TO THE HIGHWAY 10 INTERSECTION BE <br /> CLOSED AND LANDSCAPED. <br /> 3. A LANDSCAPE PLAN THAT FULFILLS THE REQUIREMENTS OF THE LANDSCAPE <br /> ORDINANCE BE SUBMITTED FOR STAFF REVIEW AND APPROVAL. <br /> 4.
