Memo to Planning Commission/CU 97-25 <br /> September 30, 1997 <br /> Page 2 <br /> • • planting additional trees along 165th and Highway 10, <br /> • a landscape plan be submitted for the area north and west of the building, <br /> • a dumpter enclosure, <br /> • outdoor storage remain outside of the <br /> • junk to be removed from site <br /> • no outdoor storage of metals <br /> • conifers planted in northwest corner of site <br /> Completion of the improvements was to be phased over 2 years, with sod <br /> installed, security fence in place and general clean up of the site <br /> accomplished by October 31, 1996. By October 31, 1997, trees are to be <br /> planted, security gate installed and the parking and drive areas defined. <br /> As of September 18, 1997 the improvements that were supposed to have been <br /> completed by 10/31/96 were incomplete and the improvements scheduled to <br /> be completed by 10/31/97 had not been completed. Staff is currently working <br /> with Mr. Hetland on meeting the conditions that were included as part of the <br /> conditional use permit for the recycling station. Compliance with the <br /> conditions of the approval for the recycling center should be made a condition <br /> of the approval for this application. <br /> • Overview <br /> The applicant is proposing to occupy a portion of the existing building and <br /> use it for his recreational vehicle repair business. He will be repairing small <br /> personal recreational vehicles such as snowmobiles, motorcycles and golf <br /> carts. This application does not involve any new construction, exterior <br /> modifications to the existing building or outdoor storage of vehicles or <br /> equipment. <br /> Parking and Access <br /> The zoning code requires 10 parking spaces for this type of facility. Ten <br /> spaces are provided on the east side of the building, facing 165th Avenue. <br /> Currently there are 2 accesses from 165th Avenue. One of the driveways is <br /> adjacent to the 165th Avenue and Highway 10 intersection, the other is <br /> located about 130 feet to the east on 165th. Because of its proximity to the <br /> Highway 10 intersection, staff is recommending that the driveway closest to <br /> Highway 10 be closed and landscaped. <br /> Currently the pavement between the building and 165th does not extend to <br /> the eastern boundary of the parking area and is in need of repair.
