Krage Conditional Use Permit - Public Hearing <br /> <br />Mr. Arlon Fuchs, representative of the Planning Commission, indicated that Mr. <br />Wayne Krage of 13400 Island View Drive, is requesting a conditional use permit <br />for a home occupation to allow him to have a sales and telephone office to dis- <br />tribute foil pleat insulation. Mr. Fuchs indicated that the home occupation is <br />not intended to store insulation and that Mr. Krage indicated that only a minimal <br />amount of storage would be done in the garage. Mr. Fuchs indicated that the <br />Planning Commission considered Mr. Krage's request at their November 20, 1984 <br />Planning Commission meeting and voted unanimously to recommend approval of the <br />conditional use permit, with the stipulation that the permit be reviewed in two <br />years. <br /> <br />Mayor Hinkle opened the public hearing. No one appeared for or in opposition of <br />the conditional use request. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE A CONDITIONAL USE PERMIT FOR A HOME <br />OCCUPATION TO MR. WAYNE KRAGE OF 13400 ISLAND VIEW DRIVE WITH THE CONDITIONS <br />THAT THE PERMIT BE REVIEWED IN TWO (2) YEARS, THAT THERE BE NO NON-RESIDENT <br />EMPLOYEES, AND THAT THE HOURS OF OPERATION FOR CUSTOMERS OR CLIENTS BE BETWEEN <br />8 :00 A.M. AND 7 :00 P.M. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION <br />PASSED 3-0. <br /> <br />12. Kreuser Zone Change Request ~ Public Hearing <br /> <br />Mayor Hinkle indicated that the City Council could not consider the Kreuser zone <br />change request as the request would require a four-fifths vote and there were only <br />three members of the City Council present. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO CONTINUE THE PUBLIC HEARING. FOR THE KREUSER ZONE <br />CHANGE REQUEST UNTIL THE NEXT REGULAR SCHEDULED CITY COUNCIL MEETING. COUNCILMEMBER <br />GUNKEL SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />13. Chouinard Variance- Public Hearing <br /> <br />Mr. Arlon Fuchs, representative of the Planning Commission, indicated that Mr. <br />Richard Chouinard of 19915 Proctor Road, is requesting a variance from the City's <br />Zoning Ordinance and an administrative subdivision. Mr. Fuchs indicated that Mr. <br />Chouinard currently owns a parcel of property approximately 2 acres in size on <br />Proctor Road and is requesting a variance from the City's minimum lot size of 2Yz <br />acres in the R-lA zone to allow him to divide his two-acre parcel of property into <br />two parcels. Mr. Fuchs indicated that the Planning Commission reviewed Mr. Chouinard's <br />request at their November 20, 1984 Planning Commission meeting. Mr. Fuchs indicated <br />that the Planning Commission determined that Mr. Chouinard could not meet the <br />necessary variance standards and felt that the granting of the variance could create <br />a negative precedent and therefore, the Planning Commission's action was to unan- <br />imously recommend denial of the variance request. <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />Discussion was carried on regarding the size of other lots in the area of Mr. <br />Chouinard's property. Councilmember Duitsman indicated that he is aware of three <br />
