The City Administrator indicated that Mr. Lundberg indicated <br />that he would extend the curb from the private residence, Ollie Micheau's, on <br />4th Street, to the corner of Jackson. The City Administrator indicated that Mr. <br />Lundberg has indicated that he would prefer to place the curb right next to the <br />sidewalk which would give additional space for a turn lane on 4th Street onto <br />Jackson. The City Administrator indicated that by moving the curb closer to the <br />sidewalk, it would allow traffic to drive over a manhole at the corner of 4th Street <br />and Jackson. The City Administrator further indicated that the City would not re- <br />ceive enough benefit in the terms of a trade off for the hookup fee. The City <br />Administrator indicated that he felt the hookup fee was fair and recommended that <br />the City Council uphold the staff's decision regarding the hookup fee for Mr. Cliff <br />Lundberg's building. <br /> <br />Mr. Cliff Lundberg indicated that prior to the building burning down the occupancy <br />was a pizza place on the main floor and a meeting hall on the upper floor. Mr. <br />Lundberg indicated that the City's ordinance requires that for each ten seats in a <br />restaurant, there is one unit charge. Mr. Lundberg further indicated that the <br />pizza place in the old building had thirty-two seats, therefore, equivalent to <br />three unit or hookups. Mr. Lundberg further indicated that if the upstairs was <br />considered retail space, it would require one hookup. Therefore, the old building <br />had approximately 4 to 5 hookups under the present ordinance. Mr. Lundberg in- <br />dicated that his new building is being considered at 2.28 units, therefore, he <br />believes he should not be charged a hookup fee for the new building. Mr. Lundberg <br />indicated that he believed hookup fees were charged to pay for the expansion of <br />the wastewater treatement plant and not to recapture costs from those already hooked <br />up. Mr. Lundberg indicated that if he is required to pay the $1,300 hookup fee, he <br />WQuld not be able to place the curb and gutter as discussed earlier. <br /> <br />General discussion was carried on regarding the curb, gutter and sidewalk proposed <br />by Mr. Lundberg along 4th Street and Jackson Avenue. <br /> <br />The City Administrator indicated that Mr. Lundberg's new building was not considered <br />an alteration or an addition and therefore, was charged the hookup fee. The City <br />Administrator indicated that he and the City's Street Superintendent had looked at <br />the curb line as proposed by Mr. Lundberg, and further indicated that the manhole <br />and storm drain would cause a problem at the corner of Jackson and 4th Street if the <br />curb was placed next to the sidewalk. The City Administrator further indicated <br />that the Police Department has recommended that there be no parking in front of <br />Mr. Lundberg's building on 4th Street and on Jackson Avenue. <br /> <br />Discussion was carried on regarding the sewer hookup fee charged to Doug Johnson's <br />building across the street from Mr. Lundberg's building. <br /> <br />Councilmember Gunkel indicated that she likes the idea of the curb, gutter and <br />sidewalk proposed by Mr. Lundberg but further indicated that the curb, gutter and <br />sidewalk was not the issue. Councilmember Gunkel indicated that the sewer hookup <br />fees for new building replacements was the issue to be considered. <br /> <br />Councilmember Duitsman indicated that hookup fees are to pay for the new wastewater <br />treatment plant and therefore, a second charge to a replacement building was not fair. <br />Discussion was carried on regarding the size of the sewer line from the building to <br />the street. Councilmember Duitsman indicated that if there was an increase in size <br />or usage, a hookup fee is warranted. Discussion was also carried on regarding the <br />
