PIWOWAR REGARDING THE DEMoLITION OF THE BUILDING ON TIPTON AVENUE. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />4~. <br /> <br />Main Street Project <br /> <br />The City Administrator indicated that the cost of the sidewalk would be the same <br />whether it was placed on the north side of East Main Street or the south side <br />of East Main Street. The City Administrator further indicated that Ms. Dee <br />Kratzke, representative of the Guardian Angels Nursing Home, indicated that the <br />Board did not have strong feelings either way with regard to the placement of the <br />./ sidewalk on the /~.orth side or the south side of East Main Street. The City <br />Administrator indicated that if the sidewalk were placed on the north side of <br />East Main Street, it would not allow for a sidewalk on the south side at any <br />point in the future, whereby if it was placed on the south side, at SOme ppint <br />in the future if necessary, a sidewalk could be placed on the north side by <br />the removal of the utility poles. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO AUTHORIZE THE SIDEWALK TO BE PLACED ON THE SOUTH <br />SIDE OF EAST MAIN STREET. COUNCILMEMBER GUNKEL SECONDED THE MOTION, THE MOTION <br />PASSED 4-0. <br /> <br />5. Dietz Zone Change and Conditional Use Permit - Public Hearing <br /> <br />Councilmember Gunkel indicated that Mr. George Dietz is requesting a zone change <br />and conditional use permit to allow him to construct a combination food and <br />fuel convenience store, laundromat and four-stall car wash on his property <br />located on Dodge Avenue. Councilmember Gunkel indicated that the Planning <br />Commission reviewed Mr. Dietz's request for the zone change and conditional use <br />permit and further indicated that at that meeting, there were three members <br />absent and the Planning Commission did not hold a public hearing. <br /> <br />The City Administrator indicated that the City Council had granted Mr. Dietz an <br />administrative subdivision and that Mr. Dietz was requesting a zone change for <br />Parcel A of that administrative stibdivision~ <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />Mr. Arlon Fuchs, a resident of Elk Hills, indicated that he was representing the <br />residents of Elk Hills and submitted a petition in opposition of the zone change <br />to the City Council. Mr. Fuchs indicated that the residents of the Elk Hills <br />Addition wanted the property to remain residential for the following reasons: <br /> <br />1) The property serves as a buffer zone for the Elk Hills residents and <br />therefore, it is required to maintain the present valuation of the homes <br />in the Elk Hills area. <br /> <br />2) The traffic into and out of ELk RilLs Addition is controLled by Elk Hills <br />Drive and the busine$ses along the service road are already creating a <br />traffic problem in the area and should the parcel be rezoned commercial, <br />it would create an even larger traffic problem. <br /> <br />3) The noise pollution with the elimination of the present buffer zone and <br />the addition of a commercial business would be a detriment to the residents <br />in Elk Hills. <br /> <br />
