<br /> <br /> <br /> <br />City Council Minutes <br />June 4, 1984 <br />Page Six <br /> <br />Mayor Hinkle indicated that the public hearing was held to hear the public's <br />comments and further indicated that the City Council would consider their <br />comments and be as fair as possible in working out a policy that will work <br />for the whole community. <br /> <br />Councilmember Schuldt indicated that he was a resident of west Main Street <br />and therefore, very concerned with the precedent set by the methods of <br />assessment used for the east Main Street project. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE RESOLUTION 84-16, A RESOLUTION ACCEPTIN~ <br />THE FEASIBILITY STUDY AND ORDERING THE WATERMAIN IMPROVEMENT FOR THE EAST MAIN.. . <br />STREET PROJECT. AND ALSO. TO AWARD THE BID TO NORTHDALE CONSTRUCTION. COUNCIL- <br />MEMBER GUNKEll SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Mr. John Gilbertson of Consulting Engineers Diversified then reviewed the <br />plans of the sidewalk on the north side of the street and the striping proposed <br />for east Main Street. <br /> <br />Ms. Ellie Kretsch indicated that she wanted the sidewalk back on the south <br />side of the street. Mr. Kermit Bode also expressed his interest in having <br />the sidewalk back on the south side of the street. <br /> <br />Discussion was carried on regarding the placement of the sidewalk on the south <br />side versus the north side of the street. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO AUTHORIZE THE SIDEWALK TO BE CONSTRUCTED ON <br />THE SOUTH. SIDE OF THE STREET. . COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE <br />MOTION FAILED 2-3. MAYOR HINKLE, COUNCILMEMBER SCHULDT AND COUNCILMEMBER <br />DUITSMAN OPPOSED. <br /> <br />It was the consensus that the sidewalk would remain as planned on the north <br />side of east Main Street. <br /> <br />9. Re-Assessment of Lot in Barrington Plaoe <br /> <br />The CitY, Clerk indicated that the public hearing is held to reassess a <br />parcel of property in the Barrington Place development. The City Clerk <br />indicated that at the October 1982 assessment hearing for Barrington Place, <br />Lot 19, Block 3, was assessed $1,400.00 and yet the property owners have a <br />statement from the City stating that the assessments were paid. The City <br />Clerk indicated that the confusion came about due to the sale of properties <br />and repayment of assessment fees for the actual hearing. The City Clerk <br />further indicated that the Barrington Place developer, Mr. Gary Santwire, <br />indicated that there was a possibility of a mistake in the October 1982 <br />assessment, as one of the single family lots in Block 1 was assessed less <br />than the other single family lot. Therefore, Mr. Santwire suggested that the <br />$1,400 assessed to Lot 19, Block 3, be reassessed to Lot 2 Block 1 in the <br />Barrington Place development. The City Clerk recommended that the City <br />Council approve the proposed reassessment for the property described as <br />Lot 2, Block 1, Barrington Place. <br /> <br />Mayor Hinkle opened the public hearing.
