<br /> <br /> <br /> <br />City Council Minutes <br />June 4, 1984 <br />Page Five <br /> <br />The City Administrator reviewed a typical assessment for the residents on <br />east Main Street as proposed with a 50-50 split of the watermain costs <br />between assessments and the water utility fund. <br /> <br />Ms. Linda Hageseth, a resident on Railroad Drive, indicated that her <br />watermain is now hooked to the watermain on Main Street, and questioned <br />the possibility of it being hooked to the Gates Avenue watermain. <br /> <br />Discussion was carried on regarding the possibility of the Hageseth property <br />being hooked into the Gates Avenue watermain. <br /> <br />Ms. Ellie Kretsch questioned the possible benefit to the residents on the <br />east side of Highway #169, based on the upgrading of the watermain as proposed <br />from a four-inch pipe to a six-inch pipe. <br /> <br />Discussion was carried on regarding the necessity of replacing the water- <br />main between Gates and Evans because of its deterioration and the current <br />minimum requirements of a six-inch pipe. <br /> <br />Ms. Peggy Bode indicated that she did agree with the fact that the water- <br />main should be replaced and further indicated that she was very concerned <br />about the cost that would be assessed to the individual property owners. <br />Ms. Bode indicated that the property owners needed some help in paying for <br />those costs. <br /> <br />Discussion was carried on regarding the use of MSA funds, the School Street <br />project, and the Gates Avenue project. <br /> <br />The City Administrator indicated that the Gates Avenue project was not the <br />same as the School Street project or the Main Street project as Gates <br />Avenue, prior to the expansion into the planned unit development, was an <br />average residential street and because of the planned unit development, <br />was expanded to a major thoroughfare street. <br /> <br />Councilmember Duitsman indicated that the City Council must discuss the <br />various options and the 5 year Capital Improvement program prior to setting <br />a policy regarding the use of MSA funds for major development and infra- <br />structure replacement. Councilmember Duitsman further indicated that if there <br />were excess funds, the City could authorize those funds to be spread over <br />the various completed projects. <br /> <br />Further discussion was carried on regarding the necessity of planning and <br />a capital improvement program. <br /> <br />Mr. Kermit Bode indicated that he felt the MSA funds should be used to <br />help the people on Main Street, and as the water utility fund is increased, <br />this fund could be used to help other projects in the future. <br /> <br />Ms. Peggy Bode expressed her appreciation of Council member Gunkel's work <br />in trying to find alternatives for the payment of the watermain improvement <br />and further, requested that the City Council consider Councilmember Gunkel's <br />proposal. <br /> <br />
