Councilmember Engstrom arrived <br />at 9:00 p.m. <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2. Agenda <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE MAY 14, 1984 CITY COUNCIL <br />AGENDA. COUNCILMEMBER DUITSMAN SECONDED THE MOTION. THE MOTION <br />PASSED 3-0. <br /> <br />3. <br /> <br />East Main Street Public Hearing <br /> <br />Mr. John Gilbertson, Engineer from Consulting Engineers Diversified, <br />indicated that the City received seven bids for the Main Street improve- <br />ment project, with the bids ranging from a low of $388,422.20 to a <br />high of $405,998.70. Mr. John Gilbertson indicated that the project <br />would include street improvements, storm drainage imprvvements, sanitary <br />sewer improvements, and watermain improvements. Mr. Gilbertson indicated <br />that approximately 150 feet of Main Street east of RAilroad Drive would <br />be constructed by Mn/Dot as part of the Highway #10 improvement and that <br />the rest of Main Street east to #169 would be a 50 foot street, with the <br />section east of #169 to County Road #12 and #13 improved with a 44 foot <br />overlay. Mr. Gilbertson indicated that it is proposed the sidewalk would <br />be constructed on the south side of Main Street from Railroad Drive <br />to Evans. Mr. Gilbertson further indicated that the'proposedassessment <br />rate for the street improvements is $12.50 per front foot. Mr. Gilbertson <br />indicated that the storm drainage in the Main Street improvement project <br />is proposed to be assessed at a rate of $432.00 per acre, which is less <br />than the proposed $630 per acre shown in the feasibility report. Mr. <br />Gilbertson futther indicated that is is proposed to, replace a four-inch <br />watermain that is approximately 60 years old between Gates Avenue and <br />Evans with a new six-inch main. Mr. Gilbertson further indicated that <br />the estimated cost for that section of watermain would be approximately <br />$38,830 which would be divided among 22 lots. Mr. Gilbertson further <br />indicated that there is property at the east end of Main Street that <br />would need new water service and sanitary sewer service which is estimated <br />at approximately $665.~b a lot for the watermain and $625 a lot for the <br />sanitary sewer. Mr. Gilbertson indicated that the proposed rerouting <br />of the snaitary sewer line in Main Street would not be assessed and is <br />proposed to be funded from the sanitary sewer revenues. <br /> <br />The City Administrator indicated that it is proposed to replace the <br />watermain between Gates and Evans, as the current watermain would not <br />last as long as the new street therefore, it is recommended that the <br /> <br />
