The City <br />Administrator further indicated that should the replacement of the watermain <br />be considered, the City Council would have to hold a public hearing to order <br />the watermain replacement construction. <br /> <br />Discussion was carried on regarding the possibility of assessing the storm <br />sewer cost at 1~ times for conunercial zoning. Discussion was also carried <br />on regarding the beginning location of the project on Main Street at Railroad <br />Drive. Mr. Gilbertson indicated that the project would start approximately <br />150 feet east of Railroad Drive as Mn/Dot would construct the balance of Main <br />Street to Highway #10 with the Highway 1110 improvements. Mr. Gilbertson <br />further indicated that the portion of Main Street that Mn/Dot will construct <br />in 1985 will be assessed along with the total Main Street project. Mr. <br />Gilbertson further indicated that the overhead utility lines will be re-routed <br />to save the tree on Mrs. Kastendick's property at Gates and Main. <br /> <br />Discussion was carried on regarding the proposed sidewalk between Gates and <br />Evans. It was suggested that the sidewalk continue all the way to Highway #169. <br />Discussion was carried on regarding the ditch on the south side of Main Street <br />and the feasibility of constructing a sidewalk over the ditch. <br /> <br />Further discussion was carried on regarding the relocation of the sidewalk <br />to the north side of Highway #169 and the striping of Main Street sh0wing <br />two lanes of traffic and parking on each side. Further discussion was carried <br />on regarding the replacement of the watermain between Gates and Evans. <br /> <br />Mr. Hank Duitsman indicated that in the Utilities Capital Improvement program, <br />it is estimated that there is approximately one million dollars worth of <br />replacement work; therefore, the Utility Conunission and City Council must come up <br />with a new method to pay for these replacement costs. Councilmember Duitsman <br />indicated that various methods ofpaying for these replacement costs have been <br />discussed. <br /> <br />General disoussion was carried on regarding the acquisition of easements and <br />the assessment of the lateral line for the Nursing Home. <br /> <br />COUNCILMEMBER . GUNKEL MOVED TO APPROVE RESOLUTION 84-13 ORDERING THE EAST MAi.IN <br />STREET IMPROVEMENT PROJECT FOR STREET, STORM SEWER AND SANITARY SEWER CONSTRUCTION. <br />COUNCILMEMBER DUITSMAN. SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE RESOLUTION 84-14, A RESOLUTION ESTAB- <br />LISHING JUNE 4TH AS A PUBLIC HEARING DATE FOR THE WATERMAIN CONSTRUCTION PORTION <br />OF THE EAST MAIN STREET IMPROVEMENT PROJECT. COUNCILMEMBER GUNKEL SECONDED THE <br />MOTION. THE MOTION PASSED 4-0. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO AWARD THE CONSTRUCTION CONTRACT TO NORTHDALE <br />CONSTRUCTION IN THE AMOUNT OF $338,442.20 LESS THE WATERMAIN CONSTRUCTION COST. <br />COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br />
