The City Administrator further indicated that it was the best <br />estimate available to the City at this time, as the exact amount of class five <br />is unknown. The City Administrator indicated that if the cost would exceed $10,800 <br />City Council could consider having the City Street Department construct the road as <br />the City Street Superintendent does believe the City department could stay within <br />the $10,800 estimate. <br /> <br />the <br /> <br />Discussion was carried on regarding placing a ceiling on the cost of the project. <br />It was the consensus that should the costs exceed $10,800 at the time of construction, <br />the City Street Department would do at least part of the work. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO ORDER THE 211TH AVENUE ROAD IMPROVEMENT PROJECT WITH <br />100 PERCENT PARTICIPATION IN THE ROAD IMPROVEMENT PROJECT AGREEMENT AND THE CITY <br />STREET DEPARTMENT'S SUPERVISION TO CONTROL THE COST OF THE PROJECT. COUNCILMEMBER <br />ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 3-1. COUNCILMEMBER GUNKEL OPPOSED. <br /> <br />Mr. Ray Jedneak requested that the City notify him in advance of the time of the <br />construction of the project. Mr. Jedneak further indicated that he would help with the <br />trucking if his equipment was available at the time of the construction. <br /> <br />5. Issuance of Gambling License for Raffle by the Elk River Youth Hockey Association <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE A RAFFLE LICENSE FOR THE ELK RIVER YOUTH <br />HOCKEY ASSOCIATION. COUNCILMEMBERGUNKEL SECONDED THE MOTION. THE MOTION PASSED <br />4-0. <br /> <br />6. Main Street Update <br /> <br />Councilmember Gunkel questioned the projected schedule for the Main Street improve- <br />ment project and the Highway #169 signals. Councilmember Gunkel indicated that <br />according to the feasibility report, January 6th was scheduled for the advertise- <br />ment for bids. <br /> <br />The City Administrator indicated that Main Street plans and the signal light plans <br />have been approved by the State of Minnesota and the engineers are close to pre- <br />paring plans and specifications for the project. The City Administrator indicated <br />Consulting Engineers Diversified is in the process of assigning an engineer to the <br />City of Elk River. <br /> <br />Discussion was carried on regarding the involvement of the City Council in the <br />interviewing of the engineer assigned to the City of Elk River by Consulting <br />Engineers Diversified. <br /> <br />It was the general consensus of the City Council to have the engineer attend a City <br />Council meeting to meet with City Councilmembers. <br /> <br />7. Downtown Project <br /> <br />Mayor Hinkle indicated that Kraus Anderson has been meeting with property owners <br />/in the proposed downtown development area, discussing the proposed project <br />
