<br /> <br /> <br /> <br />REGULAR WEEKLY SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />JANUARY 23, 1984 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Engstrom, Duitsman, Schuldt and Gunkel <br /> <br />Members Absent: None <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2. Agenda <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE JANUARY 23, 1984 CITY COUNCIL MEETING <br />AGENDA; COUNCILMEMBERGUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. Liquor Manager's State Conference <br /> <br />The City Administrator requested that the City Council consider authorizing the <br />attendance of Mike Donais and Jim Thielke to the State Liquor Manager's conference. <br />General discussion was carried on regarding who attended the Liquor conference and <br />the benefits received from attending that conference. <br /> <br />Mayor Hinkle expressed concerns of both Mike Donais and Jim Thielke being gone from <br />the liquor store at the same time. <br /> <br />It was the consensus of the City Council to consider Mike Donais and Jim Thielke's <br />attendance at the Liquor Manager's conference at the next scheduled City Council <br />meeting. <br /> <br />4. 211th Avenue Improvement <br /> <br />Mayor Hinkle indicated that the City Council's motion regarding the 211th Avenue <br />improvement project was for 100 percent participation in the petition for the <br />improvement. Mayor Hinkle further indicated that the motion authorized a proposed <br />assessment on a unit basis with seven units for the project. Mayor Hinkle further <br />indicated that the Kampas do not feel that they should pay for two units and there- <br />fore, have requested the City Council to reconsider the proposed assessment based <br />on seven units. <br /> <br />Mr. Ron Beck asked if the $10,800 cost estimate took into consideration the possibility <br />of hauling to be done by Ray Jedneak. <br /> <br />The City Administrator indicated that the estimate of $10,800 for the road project <br />was the best estimate that the City could get at this time, and further indicated <br />that the estimate did not take into consideration any hauling that could be done <br />by Mr. Ray Jedneak. <br /> <br />It was the consensus of the residents on 211th Avenue to agree with the proposed <br />assessment based on six units. Discussion was also carried on regarding the <br />guaranteed cost estimate for the road improvement. The City Administrator indicated <br />that the City could not provide a guarantee that the road improvement costs would not <br />
