<br /> <br /> <br /> <br />City Council Minutes <br />June 6, 1983 <br />Page Ten <br /> <br />Computer Committee meet Tuesday, June 14, 1983, at 7:30 p.m. to discuss the <br />needs analysis. <br /> <br />C. Landfill <br /> <br />The City Administrator indicated that he had met with Mr. Dick Nowlin from <br />the City Attorney's Office and representative from the County regarding <br />the landfill in the City of Elk River. The City Administrator indicated <br />that the City of Elk River must cooperate with the County and provide a <br />specific list of concerns to the PCA and the landfill. The City Adminis- <br />trator indicated that the City Attorney has indicated that there are a number <br />of things the City and County can require. The City Administrator further <br />indicated that the City and County can require monitoring wells to test the <br />ground water and that there can be specific technical language included <br />in the agreement in order to protect the City and County. The City Attorney <br />also suggested that the County can specify that the landfill will not accept <br />waste to fill up the landfill within a:_five"year.,period.TheC;ityAdministrator <br />indicated that the City Attorney's Office will provide language that can be <br />included in the letter to the PCA and the landfill. <br /> <br />D. School Street <br /> <br />The City Administrator indicated that Mr. Terry Maurer of Gonsulting <br />Engineers Diversified and the City Street Superintendent would be meeting <br />with the contractor on Thursday morning regarding the completion of the <br />School Street Project. <br /> <br />Terry Maurer indicated that the intent of the meeting is to resolve the <br />issue completely, or take it the next step, which would be to pursue their <br />bond. Mr. Maurer also indicated that the contractor would review the punch <br />list and complete the items included in that list. <br /> <br />Discussion was also carried on regarding the fill that was placed on the <br />Morrell property. <br /> <br />E. Financing and Developer's Agreements for Improvement Projects <br /> <br />Councilmember Engstrom expresses his concerns of public funds used for <br />development and that the City is actually taking the risk and financing <br />projects. The City Administrator indicated that the City Council does <br />require a Developer's Agreement for development projects within the City <br />of Elk River, and that the City Council may not approve a project and <br />assess the costs. <br /> <br />The City Administrator indicated that the City encourages developers to <br />put in their own improvements. The City Administrator further indicated <br />that the City requires five years of assessments up front so that the City <br />can draw on that money should the project go tax delinquent. <br /> <br />F. Downtown Parking Lot <br /> <br />Councilmember Gunkel asked for the recommendation from the City Staff <br />regarding the problem with the rocks in the downtown parking lot.
