Memo to Planning Commission/P 97-8 <br /> May 26, 1998 <br /> Page 2 <br /> • On May 27, 1997 Contractor Property Developers Company (CPDC) and <br /> Westwood Professional Services presented plans for a residential planned <br /> unit development of 280 acres into 322 single family lots and 200 townhouse <br /> lots. Discussion of that proposal was continued to the June 24, 1997 meeting <br /> after which it was postponed. Since that time CPDC has revised their plans <br /> to included an additional 80 acres and 87 lots for a total of 361 acres and 609 <br /> lots. Attached for your reference are copies of the May 27th and June 24th <br /> meetings. <br /> At Tuesday night's meeting the applicant will present their plans for your <br /> comments. After receiving the Commission's input, staff will work with the <br /> developer to address the issues raised by the Commission. It is hoped that <br /> the applicant will submit revised plans in time to be back to the Planning <br /> Commission in June or July for a recommendation to the City Council. <br /> Staff met with the applicant last week and the following issues were brought <br /> up: <br /> • Phasing and the time frame for extension of municipal sewer and water <br /> The applicant indicated a multi-year time frame for development based on <br /> • market demands. The first phase would include some of the townhouses <br /> located in the southwest corner along County Road 12 and a mix of the single <br /> family lots in the southern and eastern portion of the site. Following phases <br /> would extend development into the northern and central portions of the site. <br /> The extension of utilities through the site would likely occur as part of phase <br /> one because of the need to loop service through the property. <br /> • Varying lot sizes and the need to provide space for snow storage in cul-de- <br /> sacs <br /> Some of the lots on cul-de-sacs have street frontage of 45 feet. This can cause <br /> problems with snow storage. Options to address this issue included <br /> increasing the frontage or providing easements for snow storage along lot <br /> lines. In his memo to the Planning Commission Phil Hals recommended <br /> dedicated right-of-way for snow storage not less than 30 feet in width. The <br /> possibility of providing landscaped islands in the center of cul-de-sacs was <br /> also discussed. <br /> • The need for detailed plans for the townhouse development <br /> In order to receive final approval for the townhouse developments detailed <br /> plans will be needed.
