Memo to Planning Commission/CU 98-19 July 28, 1998 Page 2 0 Site Plan Review The proposed addition encroaches on the existing drainfield, however, the drainfield is dismantled and the site uses a septic tank which is pumped. The new service entrance shows a concrete curb and gutter on the east side. A similar treatment should be made on the west side of the entrance and connect up to a bituminous curb existing along the south side of the parking lot. The circular display platforms displace the existing Ford Chrysler signs with no other locations for signs shown. The existing light poles in the new pavement on the southeast portion of the site are to be removed. Landscaping The expansion of the building is on parcel B with a landscape requirement of 21 overstory trees, 11 ornamental and 11 conifers. At least 50% of the overstory and ornamental trees need to be comprised of more than one • species. Landscaped areas shall have underground irrigation. Landscaped areas cannot be used for parking of vehicles or the storage or display of materials or merchandise. The parking in Parcels B and C are grandfathered noncomforming with a 5 foot setbacks. The changes are not significant enough to warrant changing these existing conditions. Site Access The existing Highway 10 entrance can be dangerous for crossing traffic. The Highway 10 and 171st intersection is planned to be a controlled intersection in the future. For safety reasons, a portion of Parcel D is being paved primarily to accommodate a second entrance onto 171st. Septic The existing building is currently using a septic tank which is pumped regularly. The existing drainfield is currently dismantled. City sewer and water to serve this area is currently being discussed. A public hearing is scheduled for September 28th, 1998.
