Memo to Planning Commission/P 98-9 <br /> December 22, 1998 <br /> Page 3 <br /> • Tyler Street <br /> The median break behind the proposed home improvement store on Tyler <br /> Street has been eliminated. <br /> Pedestrian Access <br /> The pedestrian access between the Walmart and the home improvement <br /> parking lots will be widened from 20 feet to 24 feet. The sidewalk on the west <br /> side of Crossing Avenue has been extended through to the connection with <br /> the business park on the south end of the project. It was not extended <br /> through to Tyler Street. Staff will recommend the sidewalk be extended to <br /> Tyler Street. <br /> Design Guidelines <br /> Design guidelines have not been provided. Staff has discussed the need for <br /> some type of design or architectural criteria. Staff will be working with the <br /> developer on setting the architectural character of the project and will be <br /> looking for input from the Commission. Some form of design guidelines will <br /> be included in the PUD agreement. Trash compactor/dumpster enclosures <br /> • with exteriors that match the exterior building material and color will have <br /> to be provided for each building and/or tenant. <br /> Lighting <br /> The applicant will have to provide a lighting plan. Staff will review the plan <br /> to assess the impact on neighboring properties and the landscaping plan. <br /> Landscaping <br /> The applicant has submitted a conceptual landscaping plan. A final plan will <br /> be submitted for approval which will incorporate Planning Commission <br /> and staff comments. It will be staff's recommendation that landscape islands <br /> be more centrally located in the Walmart parking lot to better break up the <br /> expanse of pavement. <br /> EAW and Wetlands <br /> The applicant has submitted plans for wetland mitigation and an EAW. The <br /> EAW has been distributed for comments and the comment period will end on <br /> January 28, 1999.
