Box 490 <br /> Elk River, MN 55330-0490 <br /> RE: OFFICE MAX SITE PLAN REVIEW <br /> Dear Mr. Harlicker: <br /> As requested, we have reviewed the submittal for the proposed Office Max in the Elk <br /> Park Center development. The submittal package we reviewed consisted of a <br /> preliminary site plan, preliminary grading plan, preliminary utility plan, and preliminary <br /> landscape plan. All of these were prepared by John Oliver & Associates and had a <br /> revision date of May 12, 1999. Based upon our review and comments received at the <br /> • staff review meeting, we offer the following comments: <br /> A. PRELIMINARY SITE PLAN <br /> • The development consists of an Office Max and some retail space farther to <br /> the north. There is one parking area north of the retail space and a second <br /> parking area is developed east of the service road. The proposed parking to <br /> be developed east of the service road has a new access that comes out onto <br /> the service road within 80 feet of the intersection of Freeport Avenue. The <br /> parking area access falls within the taper section for the right turn lane at <br /> Freeport Avenue. We would suggest that this is not a good location for an <br /> access to parking. This parking area would be better served with access <br /> from the existing parking areas. We recommend that this new access not be <br /> allowed onto the service road. <br /> • The dumpster is located at the northwest corner of the Office Max building. <br /> Access is from the north through a 25-foot wide driveway. It appears that <br /> access to this point will be very difficult. If the parking stalls are filled, there <br /> will be no way for a vehicle to turn around. It will either have to back in off of <br /> the frontage road or back out to the frontage road. We recommend that a <br /> turnaround be built in the area of the dumpster. <br /> • The Office Max shows a loading dock in the southwest corner of the building. <br /> The loading dock protrudes at an angle such that it covers over half of the <br /> rear of the Pet Food Outlet to the south.
