DAVID FLANNERY BE <br />APPOINTED AS THE CITY'S ALTERNATE DIRECTOR. COUNCILMEMBER WILLIAMS SECONDED <br />THE MOTION. THE MOTION PASSED 3-0. <br /> <br />5. ConsideraiionofResolution Authorizing Ordinance Amendment Authorizing A <br />Change In Monthly Rates For Remote Control Services, Cable Communications <br /> <br />The City Administrator informed the Council that Rite Cable has informed the <br />Sherburne/Wright County Cable Communications Commission of an increase in remote <br />control monthly rates from $2.50/per month to $5.95/per month. He explained the <br />Cable Communications Policy Act of 1984 pre-empts the City's right to regulate <br />the rates for remote control services, and that Rite Cable is merely requesting <br />to work through the existing commission and City Council procedures to accomplish <br />this change in the franchise. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO APPROVE RESOLUTION 85-27 A RESOLUTION AUTHORIZING <br />A CHANGE IN MONTHLY RATES FOR REMOTE CONTROL SERVICES, CABLE COMMUNICATIONS. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />6. Consideration of Resolution Accepting Quotations And Authorizing PUrchase Of <br />Lights For County State Aid Highway 42 Bridge <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE RESOLUTION 85~28 A RESOLUTION ACCEPTING <br />QUOTATIONS AND AUTHORIZING PURCHASE OF LIGHTS FOR COUNTY STATE AID HIGHWAY 42 <br />BRIDGE. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 3- O. <br /> <br />7. Public Hearing On Tax Increment Financing Plan For Tax Increment District #2 <br /> <br />Mayor Hinkle opened the public hearing on a tax increment financing Plan for <br />Tax Increment District /12. He inquired if there was anyone present who wished <br />to speak at the public hearing. Mayor Hinkle recognized Ms. Carol Mills of the <br />Guardian Angels Foundation who explained that the bids on the project will be <br />opened this week and that if the project is on budget, the groundbreaking is <br />scheduled for August 4, 1985. <br /> <br />Mayor Hinkle inquired if there was anyone else present who wished to speak at <br />the public hearing. No one else requested to speak and Mayor Hinkle closed <br />the public hearing. <br /> <br />Mayor Hinkle inquired of Mr. Peter Beck, representing the City Attorney's office, <br />whether or not cities were required to review and report on tax increment financing <br />projects annually. Mr. Beck stated that the Mayor was correct and reviewed the <br />annual disclosure requirements listed on page twelve of the Tax Increment Financing <br />plan. He noted that July 1st is the date on which the annual disclosure must be <br />prepared for tax increment financing projects. <br /> <br />Mr. Ron Langness pointed out that the annual disclosure costs are eligible tax <br />increment financing costs and the time involved preparing them is generally very <br />small and may take only an hour or so. <br />
