Memo to Park and Recreation Commission/p99-5PR
February 10, 1999
Page 3
• Lighting
The site plan shows 2 light standards in the parking lot and 4 in parking
islands. Staff requested trees be planted in the parking islands which may
conflict with the proposed lighting plans.
The building lighting is unclear at this time.
Landscaping
The landscape ordinance requires 30 overstory trees, 15 ornamental trees,
and 15 conifers. Not more that 50% of those required overstory and
ornamental trees shall be comprised of one species.
The landscape plan is deficient 5 overstory trees, but has extra ornamental
trees and evergreen trees. The plan shows no trees in the parking islands as
requested by staff. Furthermore, landscape plan does not meet the
requirement that no more than 50% of those required overstory and
ornamental trees shall be comprised of one species.
Staff recommends that overstory trees be planted along Evans and in the
II
parking islands. Irrigation is required in the tree islands and all
maintained/manicured landscaped areas and should be indicated on the
landscape plans.
Pond Area
The pond area to the rear of the site will be fenced off from the commercial
area and left open to the residential area to the east. A gate has been
provided to allow for maintenance and access in case of emergencies.
Park and Recreation Commission Recommendation
On February 10, the Park and Recreation Commission reviewed the plat for
park dedication and recommended a fee in lieu of land to satisfy the park
dedication requirements.
Recommendation
Staff recommends that the Planning Commission recommend approval of the
request by Phoenix Enterprises for the following:
A) Preliminary and final plat of approximately 6.62 acres into 2 commercial:
• lots with the following conditions:
\\elkriver\sys\shrdoc\planning\stevewen\pcmmo\p99-6pc.doc
