Memo to Park and Recreation Commission/p99-5PR <br /> February 10, 1999 <br /> Page 3 <br /> • Lighting <br /> The site plan shows 2 light standards in the parking lot and 4 in parking <br /> islands. Staff requested trees be planted in the parking islands which may <br /> conflict with the proposed lighting plans. <br /> The building lighting is unclear at this time. <br /> Landscaping <br /> The landscape ordinance requires 30 overstory trees, 15 ornamental trees, <br /> and 15 conifers. Not more that 50% of those required overstory and <br /> ornamental trees shall be comprised of one species. <br /> The landscape plan is deficient 5 overstory trees, but has extra ornamental <br /> trees and evergreen trees. The plan shows no trees in the parking islands as <br /> requested by staff. Furthermore, landscape plan does not meet the <br /> requirement that no more than 50% of those required overstory and <br /> ornamental trees shall be comprised of one species. <br /> Staff recommends that overstory trees be planted along Evans and in the <br /> II <br /> parking islands. Irrigation is required in the tree islands and all <br /> maintained/manicured landscaped areas and should be indicated on the <br /> landscape plans. <br /> Pond Area <br /> The pond area to the rear of the site will be fenced off from the commercial <br /> area and left open to the residential area to the east. A gate has been <br /> provided to allow for maintenance and access in case of emergencies. <br /> Park and Recreation Commission Recommendation <br /> On February 10, the Park and Recreation Commission reviewed the plat for <br /> park dedication and recommended a fee in lieu of land to satisfy the park <br /> dedication requirements. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the <br /> request by Phoenix Enterprises for the following: <br /> A) Preliminary and final plat of approximately 6.62 acres into 2 commercial: <br /> • lots with the following conditions: <br /> \\elkriver\sys\shrdoc\planning\stevewen\pcmmo\p99-6pc.doc <br />
