Part III C..1 <br /> Corrective Action{lilv,stirdivn Rcport}, the Landfill will be allowed a three year <br /> timeframe in which to demonstrate the effectiveness of landfill gas extraction system in <br /> reducing VOC contaminants in the groundwater. <br /> If, as of March 1, 1999, groundwater quality standards are exceeded at the facility's <br /> compliance boundary and the concentration of VOCs do not show a decreasing trend, <br /> the Landfill shall complete a Focused Feasibility Study. The Focused Feasibility Study <br /> shall be submitted to City staff by June 1, 1999. <br /> (08) VOC Remedial Action. If necessary, the selected remedial measure for VOC <br /> contaminants identified by the Feasibility Study must be constructed and operational by <br /> March 1, 2001, unless good cause can be shown for a delay. <br /> (09) Heavy Metal Contaminant Monitoring and Assessment. Heavy metal <br /> contaminants for surface water and groundwater must be addressed in addition to VOC <br /> contaminants. A Construction Quality Assurance <br /> (CQA) Report shall be submitted to the City prior to the placement of waste on newly <br /> constructed lined areas. A CQA report shall also be submitted for Landfill areas which <br /> receive final cover. The report shall demonstrate that the work is completed to the plan <br /> specifications.
