Memo to the Planning Commission Page 2 <br /> January 28, 1997 <br /> • Planned Unit Development <br /> All of the proposed buildings within the Hillside Crossing Planned Unit <br /> Development are required to receive a conditional use permit for site plan <br /> review. This is a typical requirement in all of the planned unit developments <br /> that are being approved along the Highway 169 corridor. This review process <br /> is the opportunity for the Planning Commission and Council to review the <br /> proposed development plans to determine their conformance with the "master <br /> plan" approved for the Hillside Crossing project. <br /> Parking/Access <br /> The project is proposed to have two access point off of Evans Street. The first <br /> • access closest to the intersection of Evans and 193rd Avenue will be aligned <br /> with the first access into the Sax grocery store. The second access further <br /> north on Evans Street is located in an approximate location as identified on <br /> the concept plans for the Hillside Crossing Planned Unit Development. <br /> These two access points will provide easy circulation in and out of the facility <br /> for passenger vehicles, recreational vehicles and delivery trucks servicing the <br /> facility. <br /> The total number of possible passenger vehicle parking stalls on site is 69 <br /> • <br /> spaces. The submitted site plan has been prepared illustrating 8 car-trailer <br /> parking spaces in place of 24 passenger vehicle spaces. The Planning <br /> Commission may want to discuss if they have a preference on how the <br /> parking lot should be striped to accommodate car-trailer parking. The two <br /> options that may be considered is to actually designate car-trailer parking by <br /> striping, or, stripe the parking lot for passenger vehicles and allow the car- <br /> trailer parking to occur wherever it may be convenient at any given time. <br /> Landscaping <br /> The landscaping plan consists of a variety of materials consistent with the <br /> city's ordinances. The proposed landscaping along Highway 169 will need to <br /> be reviewed to determine if the mature height of the proposed trees will <br /> conflict with any overhead electric lines. If this is the case, the trees will <br /> need to be relocated. <br /> During staffs review of the plans it was felt that the proposed landscaping <br /> near the entrance of the facility should probably be removed because of the <br /> amount of pedestrian traffic in this area. Staff was concerned that the <br /> shrubbery proposed for this area would receive a lot a abuse from customers <br /> possibly cutting through the planting areas.
