Screening: Marshall and Shiely have met with the adjacent property owners <br /> (to the south) to address any concerns they may of had. It is mutually <br /> agreeable to all concerned to have the screening for this project placed south <br /> of 213th Ave. (on the residential properties). Having the screening close to <br /> these homes blocks out more height, which is a concern because of the plant's <br /> silo. Further, it is less likely that plantings on the south side of 213th Ave. <br /> will be disturbed due to future reclamation. <br /> Additional plantings to screen this operation from the Highway should not be <br /> necessary. The elevation of the plant site is quit a bit lower than the <br /> Highway and there is natural vegetation in place. <br /> RECOMMENDATION: <br /> Staff feels the proposed ready-mix plant meets the 7 standards setforth in <br /> Section 900.42 of the City Code of Ordinances by which a conditional use <br /> permit request.
