City Council Minutes Page 9 <br /> April 2,2018 <br /> ----------------------------- <br /> Mayor Dietz questioned the process and whether users would give their needs to the <br /> subcommittee to bring to the Commission. <br /> Commissioner Anderson stated this hadn't been determined yet but there was <br /> discussion about park stewards bringing in nominations. <br /> Mayor Dietz questioned how many members would be on the subcommittee. <br /> Commissioner Anderson stated 6-8 people but it could be opened up wider to the <br /> community. <br /> Councilmember Westgaard expressed concern and questioned if Mr. Anderson <br /> thought the Parks and Recreation Commission would not be getting public input. He <br /> stated the Commission will make the recommendation of what will go in the park. <br /> He provided the example if he was park steward of Hillside City Park and there were <br /> improvements he wanted done at the park,he would then assemble a team and <br /> decide what should get built. <br /> Commissioner Anderson stated the stewards would participate in the decision- <br /> making process but will not make the decisions. <br /> Councilmember Westgaard stated if the Commission is the lead entity;why not <br /> utilize the same process used for other projects. <br /> Commissioner Anderson stated you pull individuals from those stakeholder groups <br /> to represent the groups. <br /> Councilmember Westgaard questioned where the challenge is for Commissioner <br /> Anderson. <br /> Commissioner Anderson stated there shouldn't be one but staff s recommendation <br /> was to exclude public participation other than the commission from this process. He <br /> stated he asked for a discussion on this matter for four months and it was never <br /> added to an agenda. <br /> Councilmember Ovall questioned if there is something precluding Commissioner <br /> Anderson from having the commission handle the project because their meetings are <br /> open to the public. <br /> Commissioner Anderson stated there's no difference between either the Commission <br /> or the subcommittee handling the process other than it's a named stakeholders <br /> group but they would be assigned tasks versus asking people to come to a <br /> commission meeting. <br /> UREJ <br />
