City Council Minutes Page 10
April 2,2018
-----------------------------
Mr. Portner stated the input needs to get into public record and the stakeholders are
a group of people going out and talking with others,which can undermine the
process.
Mayor Dietz suggested having a subcommittee to hold special meetings before the
commisison meetings. He expressed frustration with this agenda item. He stated
before coming to Council,if staff has an issue with something a commission does,
they should go back to the comission and talk about first.
Mr. Portner stated the conversation may have been misrepresented because staff did
talk with Commissioner Anderson multiple times but the answers were not what he
expected, and the grant application requires public input.
Mayor Dietz felt a commissioner has a right to add an item to their agenda.
Mr. Portner stated the difference here is staff needed to follow a process for the
grant and wait for the grant to be approved by the state.
Mayor Dietz questioned why staff is now proposing this be done through the public
meeting process before the grant is approved.
Mr. Portner stated it is because the Commission set in motion another committee.
Commissioner Anderson stated the reason he inserted this item, at the location on
the commission agenda as he did,was because it was before the work plan agenda
item for the project and he wanted to discuss it before that plan was approved.
Mayor Dietz stated he has no issues with subcommittee meetings being held prior to
commission meetings.
Councilmember Wagner concurred and felt the city should encourage as much
public participation as it can.
Councilmember Westgaard stated the charter of why the city has a Parks and
Recreation Commission is to get public involvement, noting all meetings are open to
public participation.
Councilmember Wagner stated this situation is different due to the amount of
funding which would entail extra meetings and work sessions and still allows the
commission to work with the stakeholders.
Mr. Portner stated it has always been staff s intent to gather public input. He stated
the original intent for the subcommittee was to involve only 4-6 people so bringing
in the additional groups discussed tonight would help broaden representation.
Councilmember Olsen stated there should be no limits set.
UREJ
