City Council Minutes Page 10 <br /> April 2,2018 <br /> ----------------------------- <br /> Mr. Portner stated the input needs to get into public record and the stakeholders are <br /> a group of people going out and talking with others,which can undermine the <br /> process. <br /> Mayor Dietz suggested having a subcommittee to hold special meetings before the <br /> commisison meetings. He expressed frustration with this agenda item. He stated <br /> before coming to Council,if staff has an issue with something a commission does, <br /> they should go back to the comission and talk about first. <br /> Mr. Portner stated the conversation may have been misrepresented because staff did <br /> talk with Commissioner Anderson multiple times but the answers were not what he <br /> expected, and the grant application requires public input. <br /> Mayor Dietz felt a commissioner has a right to add an item to their agenda. <br /> Mr. Portner stated the difference here is staff needed to follow a process for the <br /> grant and wait for the grant to be approved by the state. <br /> Mayor Dietz questioned why staff is now proposing this be done through the public <br /> meeting process before the grant is approved. <br /> Mr. Portner stated it is because the Commission set in motion another committee. <br /> Commissioner Anderson stated the reason he inserted this item, at the location on <br /> the commission agenda as he did,was because it was before the work plan agenda <br /> item for the project and he wanted to discuss it before that plan was approved. <br /> Mayor Dietz stated he has no issues with subcommittee meetings being held prior to <br /> commission meetings. <br /> Councilmember Wagner concurred and felt the city should encourage as much <br /> public participation as it can. <br /> Councilmember Westgaard stated the charter of why the city has a Parks and <br /> Recreation Commission is to get public involvement, noting all meetings are open to <br /> public participation. <br /> Councilmember Wagner stated this situation is different due to the amount of <br /> funding which would entail extra meetings and work sessions and still allows the <br /> commission to work with the stakeholders. <br /> Mr. Portner stated it has always been staff s intent to gather public input. He stated <br /> the original intent for the subcommittee was to involve only 4-6 people so bringing <br /> in the additional groups discussed tonight would help broaden representation. <br /> Councilmember Olsen stated there should be no limits set. <br /> UREJ <br />
