City Council Minutes <br />February 20, 2018 <br />6.1 Volunteer of the Month <br />Page 2 <br />Mayor Dietz acknowledged Darlene Nichols as the Volunteer of the Month for February. <br />Mayor Dietz noted some of Ms. Nichol's accomplishments, including: <br />• Volunteered over 4,000 hours at Guardian Angels Care Center. <br />• Member of Guardian Angels Auxiliary and Friends of Guardian Angels Care Center <br />for over 10 years. <br />■ Adopted Woodland Trails Park. Worked on Woodland Trails' crew grooming trails <br />and hanging park maps for over 20 years. <br />• Helped start and coached Elk River Special Olympics. Started lettering programs for <br />Special Olympic athletes at Elk River, Big Lake, and Monticello High Schools. <br />7.1 Simple Plat: Raspberry Ridge <br />Mr. Leeseberg presented the staff report. Mayor Dietz opened the public hearing. <br />Kathryn Lehmann, 10170 208' Ave — expressed concern with where stormwater will run. <br />Mr. Leeseberg explained stormwater will be treated on site with holding ponds and/or <br />ditches on property. He added staff is working with the applicant to ensure there is not <br />increased water leaving the property. <br />Mary Flynn — 10189 208`h Ave — asked if a storm drain will be located in the cul-de-sac. <br />Mr. Leeseberg stated stormwater will be sheet drained from pavement to the ditches. <br />There being no one else to speak to this issue, Mayor Dietz closed the public hearing. <br />Mr. Leeseberg indicated the Parks and Recreation Commission recommended a 30 -foot trail <br />along the entire north side of Lot 1, Block 1. He explained based on prior approvals by the <br />City Council and agreements with the county, trails may be located in the 50 -foot county - <br />right -of -way and staff is recommending the condition be removed. <br />Moved by Councilmember Wagner and seconded by Councilmember Olsen to adopt <br />resolution 18-09 approving the final plat of Raspberry Ridge, with the following <br />conditions: <br />1. Staff approval of a complete application for a subdivision exemption combining <br />the 16 feet of land between the subject parcel and the Pheasant Run subdivision <br />with PID 75-113-3202. <br />2. The final plat of Raspberry Ridge must be recorded immediately after the <br />subdivision exemption noted in condition number one. <br />3. A Development Agreement must be signed by the city and developer prior to <br />releasing the final plat for recording. <br />4. A Letter of Credit shall be provided to the city in the amount of 100% of the costs <br />of the public improvements. <br />5. Upon completion of all improvements and acceptance by the city, a security or <br />warranty in a form acceptable to the city engineer must be secured. <br />6. Development Plan shall be approved by the city engineer prior to issuance of <br />building permits. <br />P01OIII 11 <br />NATURE <br />
