Box 490 <br /> Fax:612-644-9446 Elk River, MN 55330 <br /> RE: ARBY'S SITE PLAN REVIEW <br /> Dear Mr. Ach: <br /> As requested, we have reviewed the site plan information provided by Progressive <br /> Architecture regarding the proposed Arby's restaurant to be located in Elk Park Center. <br /> Based on our review and comments received at the staff review meeting, we would offer <br /> the following comments: <br /> CML ENGINEERING <br /> ENVIRONMENTAL 1. A 5-foot wide concrete walk is shown on the west side of the building. Parking stalls <br /> UNICIPAL', <br /> adjacent to this walk are 18 feet deep. This depth of parking stall is allowed <br /> PLANNING anticipating that a vehicle could overhang the concrete curb and gutter by two feet. <br /> SOLID WASTE If this occurs, the usable walk area would be reduced along the side of the building <br /> STRUCTURAL from five feet to three feet. We believe that the walk area should be widened, <br /> SURVEYING anticipating the overhang of cars parked adjacent to it. We would also recommend <br /> TRAFFIC that the sidewalk continue to the north and provide another access point over the curb <br /> TRANSPORTATION for vehicles that would choose to park north of the restaurant. <br /> ELECTRICAL/MECHANICAL 2. The sign shown in the southeast corner of the site is located within an existing 10-foot <br /> ENGINEERING: utility and drainage easement. <br /> HVAC <br /> POWER DISTRIBUTION 3. At the staff review meeting, Glenn Sundeen of the Elk River Municipal Utilities <br /> SCADA raised the question of where his electrical box would be located. He indicated that <br /> SYSTEM CONTROLS the code requires it to be located 10 feet away from doors, windows, or flammable <br /> walls. Consideration should be given to where this electrical box can be located on <br /> the site. <br /> 4. We understand that the restaurant will have two drive-up windows, one for Arby's <br /> and the other for Sbarro. We question whether the drive-up lane is wide enough to <br /> allow vehicles to pass each other to access the two windows. We believe with the <br /> tight radius on the corner and 17 feet of width on the east side drive-through, that it <br /> will be very difficult for cars to bypass the first window and access the second <br /> •OFFICES IN: window without causing conflicts. However, the drive-through lane is wide enough <br /> MINNEAPOLIS for vehicles to attempt these types of moves. We believe that the drive-through <br /> PRIOR LAKE should either be widened to provide for these types of moves safely, or narrowed to <br /> ST.PAUL discourage these types of movements. <br /> WASECA <br /> An Equal Opportunity Employer <br />
