EQUESTRIAN TRAILS <br /> •I <br /> Portions of the trail system could be designated for horseback riding, such as the Railroad <br /> Trail or in Woodland Trails Park. A joint agreement to allow Elk River residents access <br /> to the City of Ramsey's Equestrian Trails has been discussed and should be further <br /> explored. Elk River would have to provide a parking lot for horse trailers on city-owned <br /> property on the eastern boundary of Elk River,north of 165th Ave. <br /> Equestrian trails, whether part of the proposed pedestrian trail system or a separate • <br /> system, should be provided. Policies related to equestrian usage of parks and trails need <br /> to be prepared. <br /> OVERHEAD POWERLINE CORRIDORS <br /> The location of overhead powerline corridors are shown on the following map. <br /> Overhead powerline corridors offer the potential use of existing right-of-way for possible <br /> Equestrian and snowmobile trails use. Although the utility companies generally <br /> encourage this type of public use,the concept of recreation use under powerlines is <br /> sometimes criticized by the public because of the conflict in aesthetic values and the <br /> potential health hazard from electromagnetic fields. The Park and Recreation 4.r" r,.. Commission may want to discuss this issue in more detail. <br /> While utility corridors offer continuous strips of land that could be used for trails, it is <br /> unlikely trails could be established along the entire length of any of them. Where utility <br /> corridors run through neighborhoods and back yards, certain types of trails would be too <br /> intrusive.
