PARKWAYS <br /> • <br /> Parkways should be considered when heavily traveled roads are developed or upgraded. <br /> A parkway is a linear open space that is experienced by both automobile occupants and <br /> pedestrians. The parkways should be developed with a special concern for aesthetic and <br /> recreational needs, as well as the transportation needs of the city and county. The <br /> parkways should be distinguished by a trail system for both bicyclists and pedestrians, <br /> and special landscaping, lighting and signage.
