• Issues <br /> After the number of years of operation and the number of renewals that NSP <br /> has gone through, most of the outstanding issues have been satisfactorily <br /> resolved. A number of modifications to NSP's facility have been made over <br /> the years to avoid fire suppression water from being released outside of the <br /> building. The concern was groundwater contamination. The city routinely <br /> has NSP test run-off from this site. <br /> Odor, noise, and traffic, are additional issues that either NSP made <br /> modifications to their plant to help resolve or the city set additional <br /> stipulations in their license and conditional use permit to resolve. Staff feels <br /> that adequate conditions exist in NSP's permits to deal with the issues of <br /> importance. At this point, it is not a matter of additional conditions, it is a <br /> matter of administering the conditions already in effect. <br /> Recommendation <br /> Staff feels that adequate conditions exist in NSP's license and conditional use <br /> permit to address any future issues with this plant and ensure that it is run <br /> in compliance with the seven standards required for a conditional use permit <br /> III <br /> and the City Solid Waste Facility Ordinance. Therefore, staff is <br /> recommending approval of the conditional use permit and solid waste facility <br /> license for NSP with the following changes: <br /> A. Conditional Use Permit Staff is proposing that Item No. 24, titled <br /> "Biennial Review", is modified so that renewal of this conditional use <br /> permit takes place every four years. <br /> B. License Staff is proposing that Item No. 20 titled "Expiration and <br /> Renewal", is revised so that January 31, 2000, is the next date for <br /> renewal. <br /> • <br /> pc95-32/bz/stever <br />
