NSP's property was also zoned to solid <br /> waste facility overlay district at that time. The underlying zoning of their <br /> • property is light-industrial. <br /> NSP processes refuse into fuel to be burned at United Power Association's <br /> facility to generate electricity. NSP's facility lies east of US Trunk Highway <br /> 10 and north of 165th Avenue. A vicinity map is attached to this memo. <br /> NSP's license and conditional use permit is required to be renewed every two <br /> years. The request in front of the Planning Commission is that renewal. <br /> Attachments <br /> 1. An application letter dated November 15, 1995, from NSP. <br /> 2.
