<br />e <br /> <br />e <br /> <br />e <br /> <br />SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />THURSDAY, NOVEMB ER 6, 1986 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Schuldt and Gunkel. <br />Councilmember Tralle arrived at Item #6. Councilmember <br />Engstrom arrived at Item #8. <br /> <br />Members Absent: None <br /> <br />Also Present: Pat Klaers, City Administrator; Lori Johnson, Finance <br />Director; and Phil Hals, Street Superintendent <br /> <br />1. The meeting was called to order at 6:30 p.m. by Mayor Hinkle. <br /> <br />2. 11/6/86 City Council Agenda <br /> <br />Item 4.5 - Parking and sidewalk on Lowell was added to the 11/6/86 City <br />Council Agenda. <br /> <br />COUNCILMBMBER GUNKEL <br />AGENDA AS AMENDED. <br />MOTION PASSED 3-0. <br /> <br />MOVED TO APPROVE THE NOVEMBER 6, 1986 CITY COUNCIL <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE <br /> <br />3. <br /> <br />Canvass November 4, 1986 Municipal General Election Results <br />Resolution 86-81 <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE RESOLUTION 86-81, A RESOLUTION <br />CANVASSING THE NOVEMBER 4, 1986 MUNICIPAL GENERAL ELECTION RESULTS. <br />COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />4. Consider Resolution 86-82 Awarding Bids and Quotes for Components of <br />Public Works Building <br /> <br />Mr. Hals explained that in the bidding process, the electrical and <br />ventilation came in higher than budgeted and that the Council had three <br />options: (1) Rebid the project; (2) Put out an addendum to the bidders, <br />allowing them to bid on the changes; (3) Accept the bids, award bid to <br />contractor and change by change order. Mr. Hals stated that he was in <br />favor of awarding the bid and implementing a change order to save time <br />and cut costs. Mr. Hals noted that the plumbing should be started <br />Monday, the electrical by mid-week, doors next week and the roof <br />should be sealed by the end of the week. <br /> <br />Discussion was caried on regarding troweling the concrete floor. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE RESOLUTION 86-82, A RESOLUTION <br />AWARDING BIDS AND QUOTATIONS FOR CONSTRUCTION OF SPECIFIC COMPONENTS OF <br />THE PUBLIC WORKS GARAGE. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE <br />MOTION PASSED 3-0. <br />
