Our initial review considered access into the development via <br /> 195th Drive from County Road 77 (Proctor Avenue) and Upland Avenue from 193rd Avenue as <br /> shown own the preliminary plat map. <br /> Based on our review of the preliminary plat map, we ask that 50 feet of right-of-way be dedicated <br /> along that portion of Lafayette Woods that abuts County Road 77 in order to facilitate future <br /> improvements to this roadway. We will also ask that additional right-of-way be dedicated as <br /> adjacent property is developed. <br /> As we discussed, there is the potential that the traffic generated by this development could expedite <br /> the need for improvements at the intersection of CSAH 1 and County Road 77. Lafayette Woods, <br /> when fully developed with 207 single family homes,has the potential to generate as much as 2,100 <br /> trips per day, all of which will likely circulate through this intersection. <br /> You also indicated in our conversation that there is the possibility of extending Upland Avenue <br /> directly to CSAH 1 and abandoning 193rd Avenue. While this would provide more direct access <br /> into the development and relieve some of the traffic pressures on County Road 77, we are <br /> concerned with the proliferation of intersections along this minor arterial. <br /> We have also noticed that the development of this site in the manner shown on the preliminary plat <br /> would not be consistent with your City of Elk River Comprehensive Transportation Plan. This <br /> development precludes the corridor shown in your plan connecting Highland Avenue to <br /> Meadowvale Road (Roadway C). Your plan identifies this critical network addition as "a much <br /> • needed east-west minor arterial between School Street and 201st Avenue"that would remove some <br /> of the traffic that would use CSAH 1. <br />
