We are currently reviewing the City's model of their water <br /> system and will provide this information to the Developer as soon as it is <br /> available. <br /> • Connection to the existing sanitary sewer system needs to be by an outside <br /> drop rather than an inside drop. <br /> D. Other Issues <br /> • The Developer will have to provide the normal street signs and street <br /> lighting as recommended by the Elk River Municipal Utilities. <br /> • The phasing as described by the Developer is different than shown on the <br /> submittal. Apparently Phase I will be at the south part of the development <br /> near 193rd Avenue. This will likely only have one means of ingress and <br /> egress, that being CSAH 1. It is important that when the second phase of <br /> • the development is constructed, it be in a location that provides for a second <br /> means of ingress and egress from County Road 77. <br /> • This site will require an NPDES permit from the Minnesota Pollution <br /> Control Agency. <br /> • The transportation section of the Growth Management Plan showed <br /> Highland Road coming through this property and curving down to connect <br /> with CSAH 1 east of the railroad pathway. The draft Comprehensive <br /> Transportation Plan showed an alternative of a Highland Road extension <br /> crossing the railroad path and connecting up with CSAH 1 further to the <br /> west. At the time that Elk Park Center was developed, Freeport Avenue <br /> through that development was not aligned with Highland Road. This was <br /> an attempt to downplay the collector nature of Highland Road as an east- <br /> west route between Proctor and Jackson. Given these actions previously <br /> taken, we would recommend that it is not appropriate to consider the <br /> westerly extension of Highland across the railroad alignment, but rather a <br /> layout similar to what is proposed with this Preliminary Plat. <br /> • Sherburne County has indicated they would like to acquire an additional 17 <br /> feet from this plat where it abuts County Road 77. <br /> • <br /> 230/258-I802.may <br />
