• The current requirements establish a sign setback of 3'4" from the outer lease <br /> limits (wall). Typically, this "outer limit"happens to be a brick column. <br /> However, with smaller bays there is now the opportunity to create two tenant <br /> spaces within each column. <br /> The proposed deviation from the current requirements is the sign setback from the <br /> common wall within the columns. It is requested the sign setback be scaled back <br /> to 2 feet. The overall square footage will not change; rather, it will allow <br /> flexibility with sign location and style of sign. <br /> It is staff's understanding Kraus-Anderson would like to utilize this same standard <br /> on Building B and C when necessary. <br /> • Site Plan <br /> 1. The new retaining wall on the south side of the service drive should consist of a <br /> similar block material used on the retaining walls south of Target. <br /> 2. It was not clear on the site plans how high this retaining wall would have to be. <br /> Therefore, a detail should be submitted along with the final set of plans. <br /> Attached, is a sign package proposed for building "E". This package is slightly different <br /> • than building's B and C. The primary difference occurs on the smaller signs where it <br /> becomes difficult to maintain 3' feet 4" inches from each edge of leased space. Staff will <br /> discuss this further at Tuesday's meeting. <br /> • Building Architecture <br /> 1. The building materials appear to be similar to Building B and C next to <br /> Target. This will strengthen the continuity of the project's design. <br /> RECOMMENDATION <br /> It is recommended the Planning Commission recommend approval of the conditional use <br /> permit for Kraus-Anderson of Elk River, Inc., allowing construction of a 16,000 square <br /> foot multi-tenant retail building in Elk Park Center Planned Unit Development, with the <br /> following conditions: <br /> 1. Comments stated in the staff report dated May 23, 1995 being <br /> incorporated into revised set of plans and submitted for final approval <br /> prior to issuance of the building permit. <br /> • <br /> s:planning:pc:cu95-07 <br />
