Memo to Planning Commission Page 2 <br /> May 23, 1995 <br /> • The specific parcel will be the last free-standing lot along Highway 169 to be <br /> developed. The proposed site is located between the First National Bank and <br /> the Taco Bell, which recently began construction. The proposed development <br /> will have to comply with all of the standards approved as part of the Elk Park <br /> Center Planned Unit Development. <br /> Site Plan Review <br /> The following is a list of comments based on the proposed development plans <br /> submitted by Kraus-Anderson: <br /> A. Site Plan <br /> 1. The proposed building location and parking lot construction <br /> meet all of the required setbacks for the Planned Unit <br /> Development. <br /> B. Parking and Circulation <br /> 1. Based on the proposed use as a Video Update, the number of <br /> parking stalls provided will easily meet the City's parking <br /> • requirements. This type of use would require one space for <br /> every two hundred square feet of building area. Therefore, 30 <br /> stalls are required and the plans show 55. <br /> 2. All parking areas are shown on the plans as having concrete <br /> curb and gutter. This improvement is in conformance with the <br /> standards required for Elk Park Center. <br /> 3. A valley gutter section shall be provided through the driveway <br /> in Freeport Avenue. This is necessary to continue the street <br /> drainage to the next available catch basin in Freeport Avenue. <br /> 4. With there being additional parking stalls to serve the business, <br /> it would be recommended to eliminate the two parking stalls <br /> closest to Freeport Avenue. By doing this, it allows a vehicle to <br /> pull completely off Freeport and wait for the vehicle to leave <br /> that particular stall. Generally, the traffic movements at the <br /> entrance would be less congested. <br /> C. Landscaping <br /> III <br /> 1. The City's landscaping requirements are based on the <br /> perimeter distance of the subject property divided by 40. Based <br /> s:planning:pc:cu95-8 <br />
