8. Demonstrated Parking f <br /> Uses of property which do not require the total number of parking stalls as <br /> setforth in this ordinance may reduce the number of parking stalls initially <br /> constructed. However, it must be demonstrated on the approved site plan <br /> that the required number of stalls can be constructed on-site to meet the <br /> requirements setforth in this ordinance. <br /> 9.5 Construction and Maintenance. <br /> a. '-_ _ w :' All off-street parking areas <br /> and access drives shall be paved with a dust-free, all-weather surface <br /> with proper surface drainage, as required by the City Engineer. <br /> b. The operator of the principal building or use shall maintain parking <br /> and loading areas, access drives and yard areas in a neat and <br /> serviceable condition. <br /> 10. Curbing <br /> • <br /> a. All driving areas and parking areas,which are accessorxto multiple <br /> famil , commercial, busines� shark, or high use institutional developments, <br /> shall be bounded b a B612 concrete curb and utter. "High use <br /> institutional develo ment" shall include hos itals schools ublic <br /> buildings, and other similar uses. <br /> b. All driving areas and parking areas which are accessory to <br /> industrial or low use institutional develo•ments shall contain a B6-12 <br /> concrete curb and *utter on the •ortions of such areas which front on a <br /> ublic ri ht-of-wa extendin back to the buildin wall. Concrete curb and <br /> utter or curb onl ma be required on the erimeter of an other driving <br /> or parking areas where necessary for drainage or traffic control. "Low use <br /> institutional developments" shall include churches) parks, private clubs, <br /> and other similar uses. <br /> ,c. The City may exempt curbing: <br /> 1. Where the,.parkinq lot directly abuts a sidewalk which is <br /> sufficient) j igher than the grade of the parking lot to substitute for <br /> the curbing requirements; or <br /> 2.
