ELK RIVER INSURANCE 612*418871 p' 02 ' * October 10, 1993 OBSERVATIONS ~ to be entered into the public record Elk Park Center Proposal Date: October 19, 1993 The public hearing for the Elk Park Center proposal was scheduled for the 19th , a date on which I had a prior committment I was unable to change. I have studied the packet materials and would like to offer my observations for your consideration. 1 ) The landscape theme identified by the developer and City Planner is difficult for me to visualize. This concept has been repeatedly identified as critical in high quality developments. With 13 separate site , plans to review, it is my concern that consistency would be difficult to maintain. I would like to see the plan include landscape "islands" in several spots in the large parking expanses, to offer aestheti c relief from the great asphalt areas. I believe a pleasant environment ' with safe lighting will encourage a greater sense of pride for those who use the facility as well as those who see it from the highway. 2) Some drawings showed 3 lanes of traffic on Jackson , others showed 4. Perhaps one is the bike path and • sidewalk as recommended by Park & Recreation Commission, Clarification may be necessary. These alternative methods of reaching the site would help to alleviate traffic concerns. 3) As Mr. Mauer stressed , the City must be well prepared for , and plan ahead for , traffic impacts. 4) All subsequent plans and drawings for the development should be dated to eliminate confusion over what is current. This became important to the Commission in reviewing plans, changes, etc. in other developments' 5) The right-in , right-out access from TH 169 may interfere with traffic flow on Freeport. Will therm be a 4-way stop , yield signs, speed bumps? Stop signs may cause excessive "stacking" , but Freeport traffic must not be allowed to move too quickly or traffic accidents may occur, Please consider the • • intersection for safety of pedestrians as well .
