ELK RIVER INSURANCE 612*418871 p' 02 <br /> ' * <br /> October 10, 1993 <br /> OBSERVATIONS ~ to be entered into the public record <br /> Elk Park Center Proposal <br /> Date: October 19, 1993 <br /> The public hearing for the Elk Park Center proposal was <br /> scheduled for the 19th , a date on which I had a prior <br /> committment I was unable to change. I have studied the <br /> packet materials and would like to offer my observations for <br /> your consideration. <br /> 1 ) The landscape theme identified by the developer and <br /> City Planner is difficult for me to visualize. This <br /> concept has been repeatedly identified as critical <br /> in high quality developments. With 13 separate site , <br /> plans to review, it is my concern that consistency <br /> would be difficult to maintain. <br /> I would like to see the plan include landscape <br /> "islands" in several spots in the large parking <br /> expanses, to offer aestheti c relief from the great <br /> asphalt areas. I believe a pleasant environment ' <br /> with safe lighting will encourage a greater sense of <br /> pride for those who use the facility as well as <br /> those who see it from the highway. <br /> 2) Some drawings showed 3 lanes of traffic on Jackson , <br /> others showed 4. Perhaps one is the bike path and • <br /> sidewalk as recommended by Park & Recreation <br /> Commission, Clarification may be necessary. These <br /> alternative methods of reaching the site would help <br /> to alleviate traffic concerns. <br /> 3) As Mr. Mauer stressed , the City must be well <br /> prepared for , and plan ahead for , traffic impacts. <br /> 4) All subsequent plans and drawings for the <br /> development should be dated to eliminate confusion <br /> over what is current. This became important to the <br /> Commission in reviewing plans, changes, etc. in <br /> other developments' <br /> 5) The right-in , right-out access from TH 169 may <br /> interfere with traffic flow on Freeport. Will therm <br /> be a 4-way stop , yield signs, speed bumps? Stop <br /> signs may cause excessive "stacking" , but Freeport <br /> traffic must not be allowed to move too quickly or <br /> traffic accidents may occur, Please consider the • <br /> • <br /> intersection for safety of pedestrians as well . <br />
