That is not to say we won't experience <br /> some increases in juvenile crime; however, I do not see the <br /> proposed shopping center, if constructed, becoming a juvenile hang <br /> out. <br /> Again, as I indicated at the beginning of this memo, this is a <br /> difficult task with considerable speculation on my part. Our main <br /> concern, wherever the shopping center might be built, is for <br /> sufficient additional personnel to deal with the increase in calls <br /> for service.
