OCT 15 '93 16:09 MN DOT ERAINERD P.2
• a (pi Minnesota Department of Transportation
yT oc TRpS District 3
1991 industrial Pk. Rd.
October 15, 1993 Baxter, Minnesota 56401 (218) 828-2460
Quality Service Through Individual Commitment
Mr. Pat Klaers
City Administrator
P.O. Box 490
Elk River, MN 55330
In reply refer to:
C.S. 7106 (T.H. 169)
Traffic Impacts of Proposed Elk Park Center
Dear Mr. Klaers:'
Following is my report on the above referenced subject:
Purpose of Study
As requested, we have conducted a traffic analysis of impacts to traffic caused
• by the proposed Elk Park Center. The findings of our research are to provide
the City with additional information to assist in their assessment of impacts
from the Elk Park Center.
Our analysis is primarily focused on Trunk Highway (T.H.) 169 since that is
our area of jurisdiction. Since the intersection of School Street affects
T.H. 169 operation, we have extended our study to encompass impacts to School
Street also.
Many of our assumptions are based upon findings by Benshoof and Associates.
Utilizing his report submitted earlier to the City greatly assisted our efforts
and allowed us to be responsive to the City in a timely manner. We are greatly
appreciative of Mr. Benshoof's assistance in this matter.
Traffic Forecasts & Volumes
Traffic volumes are critical in the overall findings of impacts to the roadways.
We are fortunate to have the availability of a very recent forecast undertaken
by Mn/DOT, Metro Division, for T.H. 101. The T.H. 101 corridor from Rogers
to Elk River will be expanded to a four-lane facility in the near future.
This will probably increase the use of T.H. 101 and T.H. 169 in the Elk River
area. Utilization of forecasted T.H. 169 traffic volumes from the T.H. 101
traffic report was, therefore, deemed appropriate.
•
An Equal Opportunity Employer
