e e e REGULAR MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER PUBLIC LIBRARY MONDAY, OCTOBER 6, 1986 Members Present: Mayor Hinkle, Council Members Tralle, Schuldt, Engstrom and Gunkel Members Absent: None Staff Present: Pat Klaers, City Administrator; Steve Rohlf, Building and Zoning Administrator and Terry Maurer, City Engineer 1. The City Council Meeting was called to order by Mayor Hinkle at 7:30 p.m. 2. Consider 10/6/86 Council Agenda Items 220 - Discussion from Building and Zoning Administrator and 22E - Parking Study were added to the agenda. COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE OCTOBER 6, 1986 COUNCIL AGENDA AS AMENDED. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION PASSED 4-0. 3. Consider 9/22/86 and 9/25/86 City Council Minutes COUNCILMEMBER GUNKEL MOVED TO APPROVE THE 9/22/86 CITY COUNCIL MINUTES. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE 9/25/86 CITY COUNCIL MINUTES. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION PASSED 4-0. 4. Open Mike Berniece Pipenhagen voiced her concern to the Council regarding the need for traffic control on 3rd and Gates. She indicated there was a terrible traffic problem. Ms. Pipenhagen stated that since the shopping center mall is becoming more occupied, the traffic is becoming more of a problem. She suggested that the Police Department start tagging all vehicles driving over the 30 mph speed limit. The City Council directed the City Administrator to talk to the Chief of Police regarding ticketing the speeders in that area. Councilmember Gunkel stated that she felt the Police should make an attempt at enforcing the speed limit at 30 mph and if this does not work then putting in four way stop signs should be examined. Councilmember Engstrom stated that he would like to see the problem handled some other way than by adding four way stop signs.
