<br />e <br /> <br />e <br /> <br />e <br /> <br />REGULAR MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MONDAY, OCTOBER 6, 1986 <br /> <br />Members Present: Mayor Hinkle, Council Members Tralle, Schuldt, Engstrom <br />and Gunkel <br /> <br />Members Absent: None <br /> <br />Staff Present: Pat Klaers, City Administrator; Steve Rohlf, Building <br />and Zoning Administrator and Terry Maurer, City <br />Engineer <br /> <br />1. The City Council Meeting was called to order by Mayor Hinkle at 7:30 p.m. <br /> <br />2. Consider 10/6/86 Council Agenda <br /> <br />Items 220 - Discussion from Building and Zoning Administrator and 22E - <br />Parking Study were added to the agenda. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE OCTOBER 6, 1986 COUNCIL <br />AGENDA AS AMENDED. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION <br />PASSED 4-0. <br /> <br />3. Consider 9/22/86 and 9/25/86 City Council Minutes <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE 9/22/86 CITY COUNCIL MINUTES. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE 9/25/86 CITY COUNCIL MINUTES. <br />COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />4. Open Mike <br /> <br />Berniece Pipenhagen voiced her concern to the Council regarding the need <br />for traffic control on 3rd and Gates. She indicated there was a terrible <br />traffic problem. Ms. Pipenhagen stated that since the shopping center <br />mall is becoming more occupied, the traffic is becoming more of a <br />problem. She suggested that the Police Department start tagging all <br />vehicles driving over the 30 mph speed limit. <br /> <br />The City Council directed the City Administrator to talk to the Chief <br />of Police regarding ticketing the speeders in that area. <br /> <br />Councilmember Gunkel stated that she felt the Police should make an <br />attempt at enforcing the speed limit at 30 mph and if this does not work <br />then putting in four way stop signs should be examined. <br /> <br />Councilmember Engstrom stated that he would like to see the problem <br />handled some other way than by adding four way stop signs. <br />
