<br />Page 3 <br /> <br />City Council Minutes <br />July 21, 1986 <br /> <br />e <br /> <br />Jim Dahlquist - Felt overlay project should be completely turned down and <br />just repair the bad spots until Tyler Street is reconstructed. <br /> <br />Carl Nevel - Questioned whether or not the City maintains the blacktop by <br />seal coating. <br /> <br />Mayor Hinkle closed the public hearing at this time. <br /> <br />Councilmember Gunkel noted that if the speed is reduced on Tyler the City <br />can approach this as an MSA project on an urban basis and this would be <br />less costly due to the fact that the road would not have to be widened. <br /> <br />Councilmember Williams indicated that the preparatory work could be done <br />by the Street Department now and when Tyler Street is reconstructed, then <br />this area can be overlayed at the same time. Councilmember Engstrom <br />concurred with Councilmember Williams. <br /> <br />Councilmember Schuldt noted that he disagreed with Councilmembers <br />Williams and Engstrom. He noted that the City is unsure as to what will <br />happen on Tyler and stated the longer the City waits on overlaying these <br />streets, the more it will cost. <br /> <br />e <br /> <br />Councilmember Gunkel stated she would like to see the overlay project go <br />and stated she felt it was like preventative maintenance. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO ADOPT RESOLUTION 86-42, A RESOLUTION <br />ACCEPTING FEASIBILITY STUDY. ORDERING PROJECT. AND ORDERING PREPARATION <br />OF PLANS AND SPECIFICATIONS FOR BITUMINOUS OVERLAY PROJECT FOR KNOLLWOOD. <br />KNOLLWOOD WEST. KNOLLWOOD WEST 2ND ADDITIONS AND ALL PROPERTIES ABUTTING <br />ULYSSES STREET NORTH OF 199TH STREET. COUNCILMEMBER SCHULDT SECONDED THE <br />MOTION. COUNCILMEMBERS GUNKEL, SCHULDT AND MAYOR HINKLE VOTED IN FAVOR <br />OF THE MOTION. COUNCILMEMBERS WILLIAMS AND ENGSTROM VOTED AGAINST THE <br />MOTION. THE MOTION FAILED DUE TO A 4/5 REQUIREMENT FOR PASSING. <br /> <br />6.2 <br /> <br />Consideration of Ridgewood East Overlay Project <br /> <br />Phil Hals, Street Superintendent, commented that Staff was considering <br />adding the apartment complex on Highland Avenue and the bare parcel of <br />land containing approximatel17 acres to the project. He noted the City <br />could hold a supplemental assessment hearing. <br /> <br />It was the consensus of the City Council that these two parcel be <br />included in the project. The Street Superintendent indicated that they <br />were proposing the assessments to be $1,100 per unit, with one unit <br />equaling 170 lineal feet. <br /> <br />e <br /> <br />COUNCILMEMBER GUNKEL MOVED TO ADOPT RESOLUTION 86-43. A RESOLUTION <br />APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS <br />FOR RIDGEWOOD EAST AND RIDGEWOOD EAST 3RD ADDITION. COUNCILMEMBER <br />ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4~0. <br />
