Page 3 City Council Minutes July 21, 1986 e Jim Dahlquist - Felt overlay project should be completely turned down and just repair the bad spots until Tyler Street is reconstructed. Carl Nevel - Questioned whether or not the City maintains the blacktop by seal coating. Mayor Hinkle closed the public hearing at this time. Councilmember Gunkel noted that if the speed is reduced on Tyler the City can approach this as an MSA project on an urban basis and this would be less costly due to the fact that the road would not have to be widened. Councilmember Williams indicated that the preparatory work could be done by the Street Department now and when Tyler Street is reconstructed, then this area can be overlayed at the same time. Councilmember Engstrom concurred with Councilmember Williams. Councilmember Schuldt noted that he disagreed with Councilmembers Williams and Engstrom. He noted that the City is unsure as to what will happen on Tyler and stated the longer the City waits on overlaying these streets, the more it will cost. e Councilmember Gunkel stated she would like to see the overlay project go and stated she felt it was like preventative maintenance. COUNCILMEMBER GUNKEL MOVED TO ADOPT RESOLUTION 86-42, A RESOLUTION ACCEPTING FEASIBILITY STUDY. ORDERING PROJECT. AND ORDERING PREPARATION OF PLANS AND SPECIFICATIONS FOR BITUMINOUS OVERLAY PROJECT FOR KNOLLWOOD. KNOLLWOOD WEST. KNOLLWOOD WEST 2ND ADDITIONS AND ALL PROPERTIES ABUTTING ULYSSES STREET NORTH OF 199TH STREET. COUNCILMEMBER SCHULDT SECONDED THE MOTION. COUNCILMEMBERS GUNKEL, SCHULDT AND MAYOR HINKLE VOTED IN FAVOR OF THE MOTION. COUNCILMEMBERS WILLIAMS AND ENGSTROM VOTED AGAINST THE MOTION. THE MOTION FAILED DUE TO A 4/5 REQUIREMENT FOR PASSING. 6.2 Consideration of Ridgewood East Overlay Project Phil Hals, Street Superintendent, commented that Staff was considering adding the apartment complex on Highland Avenue and the bare parcel of land containing approximatel17 acres to the project. He noted the City could hold a supplemental assessment hearing. It was the consensus of the City Council that these two parcel be included in the project. The Street Superintendent indicated that they were proposing the assessments to be $1,100 per unit, with one unit equaling 170 lineal feet. e COUNCILMEMBER GUNKEL MOVED TO ADOPT RESOLUTION 86-43. A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR RIDGEWOOD EAST AND RIDGEWOOD EAST 3RD ADDITION. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4~0.
