Kno11wood Street Overlay Project <br /> <br />Terry Maurer, City Engineer, indicated that he and Phil Ha1s, Street <br />Superintendent, had inspected the area originally proposed for <br />overlay. He noted that they both felt, as was brought up at the <br />7/7/86 Council Meeting, that certain areas were in better shape than <br />others. Phil Ha1s stated that Ulysses Street, 195th and 197th Avenues <br />within the Oak Hills Additions were in better condition than the streets <br />within the Kno11wood Additions. He further stated that it was his <br />feeling, as well as the City Engineer, that all streets in Kno11wood, <br />Kno11wood West and Kno11wood West 2nd Additions should be overlaid. He <br />noted the streets in these areas are all badly worn and are beyond the <br />point where continued patching of the worst areas is an economical or <br />long lasting method of maintenance. <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />The following are comments from residents in the proposed overlay area. <br /> <br />Me1 Lofgren <br />is actually <br />done soon, <br />tearing up <br />be a double <br /> <br />- Questioned why Smith Street was being considered since it <br />part of Tyler Street. He questioned whether Tyler would be <br />and if so would Smith also have to be redone, therefore <br />the proposed overlay. He also questioned whether there would <br />assessment should Smith be redone. <br /> <br />e <br /> <br />Terry Maurer, City Engineer, stated there could be a possibility Smith <br />would not be redone. Counci1member Gunkel noted that if Smith Street <br />were reconstructed, the residents could possibly receive a credit on the <br />assessment. <br /> <br />Phil Dahlheimer - Questioned whether there would be a double assessment. <br /> <br />Gwynn Robinson - Questioned why the assessment is $1,100 when gas prices <br />have decreased and in previous years other people paid $1,000 for similar <br />projects. <br /> <br />The City Engineer noted that the $1,000 fee has not been raised since <br />1981 and felt that it was time this fee be raised in order to try to <br />stretch the City's maintenance budget. <br /> <br />Ron Gilman Indicated he was under the impression that the City Staff <br />would be looking at only the 4 or 5 bad spots in the roads as opposed to <br />the whole subdivision. <br /> <br />Mr. Lindquist (of 203rd Avenue) Questioned the actual condition of <br />the roads and some of the drainage problems which he felt should be <br />repaired prior to overlaying. The City Engineer noted that the City <br />Street Department would be doing preparatory work before the <br />overlaying <br /> <br />e <br />
