Consider Ordinance Amendment To Section 1008.18/Public Hearing <br /> <br />The Building and Zoning Administrator noted that Staff was requesting an <br />ordinance amendment to Section 1008.18 of the Elk River City Code in <br />order to collect park dedication in areas where there would be more than <br />one principal building per lot. The Building and Zoning Administrator <br />pointed out that the Council had a draft ordinance from ~ob Wuornos in <br />front of them regarding this issue. <br /> <br />Mayor Hinkle opened the public hearing. No one appeared for or against <br />the matter. <br /> <br />Mayor Hinkle closed the public hearing. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO ADOPT ORDINANCE 86-10, AN ORDINANCE <br />AMENDING SECTION 1008.18 - DEDICATION OF LAND OR CONTRIBUTION FOR PUBLIC <br />PURPOSE. COUNCILMEMBER GUNKEL SECONDED THE MOTION. <br /> <br />Discussion was held regarding a dollar value being noted in the ordinance <br />for the park dedication fee. It was suggested that a resolution be <br />drafted with the required dollar amount for park dedication and further <br />that the resolution be referenced in the ordinance. <br /> <br />e <br /> <br />COUNCILMEMBER WILLIAMS WITHDREW HIS MOTION. <br />WITHDREW THE SECOND TO THE MOTION. <br /> <br />COUNCILMEMBER <br /> <br />GUNKEL <br /> <br />COUNCILMEMBER GUNKEL MOVED TO TABLE THE ORDINANCE AMENDMENT UNTIL THE <br />AUGUST 4, 1986 CITY COUNCIL MEETING. COUNCILMEMBER WILLIAMS SECONDED THE <br />MOTION. THE MOTION PASSED 4-0. <br /> <br />10.11.Sign Request by Pamida <br /> <br />The Building and Zoning Administrator noted that Pamida was requesting <br />that the Council reconsider their decision on the sign request. Mr. Ken <br />Barthel of Barthel Construction indicated that Pamida would like to see <br />the word "Discount Center" added to the sign on the back of the store. <br /> <br />The Building and Zoning Administrator noted that with this wordage added. <br />Pamida would still be under square footage allowed for signage in a <br />commercial zone. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO APPROVE THE SIGNAGE REQUEST BY PAMIDA. <br />COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />10.12.Sandpiper Estates <br /> <br />e <br /> <br />Dennis Taylor indicated that he was requesting to go ahead with phase one <br />of the plat and stated they would be willing to incorporate the scond <br />access with phase 2 which would extend to County Road 30 and run between <br />lots 6 & 7. He noted the plans were to rough the roads in phase two this <br />year. <br />
