Consideration of Bituminous Overlay Project for Ridgewood East and <br />Ridgewood East Third Additions/Public Hearing <br /> <br />Terry Maurer, City Engineer, explained the proposed area to be assessed <br />for bituminous overlay for existing overlay. He indicated the total <br />project cost would be approximately $159,000 and noted the City is <br />proposing to assess $1,100 per unit which would total $129,800 at 118 <br />lots. He stated that the City share of the project would be $30,100. <br /> <br />e <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />Mark Ziska who lived in Ridgewood East 3rd Addition indicated he was in <br />agreement that the roads needed repair but felt that the southern 1/3 of <br />Brentwood, the School, the vacant property south of King Circle and the <br />multiple dwellings south of Highland and west of Jackson Road should be <br />assessed. <br /> <br />Mr. Maurer at this time explained that the test of an assessment is the <br />benefit to the property. He noted one reason the multiple dwellings were <br />not included was because they had double frontage. He also noted that <br />the vacant lot was not included because it would be hard to know how much <br />to assess the lot because of the size. He further explained that if <br />additional properties were added to the project, the cost of $1,100 per <br />lot would not be reduced. He indicated that City cost would be reduced. <br /> <br />Charles Flood indicated he owned a vacant lot in Ridgewood East on 192nd <br />Circle. He noted that he shared the concern of Mr. Ziska relating to the <br />distribution of the cost of the assessment to other surrounding property <br />owners such as the school and the multiple dwellings. <br /> <br />Roy Friendshuh indicated he was a resident of Ridgewood East and <br />questioned if there were any chance of water and sewer being put in this <br />area. He stated he would like to see the project delayed if there were <br />any chance this would happen in the near future. <br /> <br />e <br />
