The same growth factor <br /> • used for the p.m. peak hour turn movement volumes was applied to the 1994 daily <br /> volume, resulting in 1996 base daily volume without the proposed development. The <br /> expected number of daily trips generated by the development were added to the 1996 <br /> base volumes resulting in 1996 post-development daily traffic volumes. These volumes <br /> are shown in Figure 4. <br /> TRAFFIC ANALYSIS <br /> Ability of Adjacent Roadways to Accommodate Proposed Development Traffic <br /> Based on current daily traffic volumes, it is apparent Dodge Ave. is serving as a <br /> collector route for this area. According to Minnesota State Aid design standards, the <br /> existing 30 foot width is not sufficient for a two lane collector with on-street parking on <br /> one side. The State Aid design standards recommend a 36 foot curb face to curb face <br /> width for a two lane collector with parking on one side. Therefore, Dodge Ave. needs <br /> to be widened sometime in the future even without any additional development in the <br /> area. However, the need to widen Dodge Ave. between Elk Hills Dr. and 189th Ave. <br /> becomes more urgent due to the additional traffic generated by the proposed <br /> development. Therefore, it is our recommendation that Dodge Ave. between Elk Hills <br /> Dr. and 189th Ave. be widened to 36 feet curb face to curb face in conjunction with <br /> the proposed development. Such widening should be accomplished according to City <br /> standards, including consideration for all pertinent items, such as a possible sidewalk. <br /> All of the above mentioned improvements to Dodge Ave. will fit within the existing 66 <br /> foot right-of-way. The recommended conceptual layout is shown in Figure 5. With <br /> these improvements, we are confident the adjacent roadways will be able to effectively <br /> 11) accommodate the additional trips generated by the proposed development. <br /> Elk Hills Dr./Dodge Ave. Intersection <br /> In order to accommodate the additional development traffic at this intersection, it is <br /> recommended that the following measures be implemented: <br /> . A right turn only lane be added for southbound traffic on Dodge Ave., creating <br /> a two lane approach (see Figure 5). <br /> . Convert the intersection to four-way stop sign control, except that right turns <br /> from the west to the south would continue to utilize a channelization island and <br /> operate with yield sign control. <br /> The recommended conceptual layout for Dodge Ave. is shown in Figure 5. With these <br /> improvements we are confident the intersection will be able to accommodate the traffic <br /> volumes generated by the proposed development. <br /> T.H. 169/Elk Hills Dr. Intersection <br /> A capacity and level of service analysis using post-development volumes showed all <br /> movements at a level of service D or better utilizing planned improvements to the <br /> intersection layout. Therefore, we believe this intersection will effectively <br /> accommodate the post-development traffic. <br /> • <br />
