<br />PAGE 3 <br /> <br />CITY COUNCIL MINUTES <br />FEBRUARY 10. 1986 <br /> <br />e <br /> <br />Counci1member Gunkel indicated she felt the Council should interview <br />each of the applicants. Mayor Hinkle indicated he agreed with <br />Counci1member Gunkel. <br /> <br />Interview time was set up for February 24. 1986 at 7:30 p.m. <br /> <br />6C. American Legion Gambling License <br /> <br />The City Administrator <br />requesting a Gambling <br />indicated the American <br />30 day waiting period. <br /> <br />indicated that the American Legion was <br />License from the State for pull tabs. He <br />Legion was requesting that the City waive the <br /> <br />COUNCILMEMBER GUNKEL MOVED TO ADOPT RESOLUTION 86-7 A RESOLUTION <br />WAIVING THIRTY DAY APPROVAL PERIOD FOR GAMBLING LICENSE APPLICATION <br />FROM ELK RIVER AMERICAN LEGION POST #112. COUNCILMEMBER WILLIAMS <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />6D. Kuhn Property <br /> <br />e <br /> <br />The City Administrator indicated that Ron Kuhn approached him <br />requesting the City to issue a building permit before the School <br />Street Project is ordered. The City Administrator indicated there <br />would be a problem with this if the School Street project did not <br />go. <br /> <br />Mayor Hinkle indicated that if the School Street project doesn't go. <br />it will have to be solved some other way. Counci1member Gunkel <br />stated that if the City were to give Kuhn a building permit. they <br />would have to do the same to Babinsky. should he come in and request <br />a building permit for 24 units. She indicated she was against <br />issuing a building permit because she felt the City should do this in <br />proper sequence. which would mean ordering the project first. <br /> <br />Counci1member Williams indicated the City <br />permits contingent upon the sewer project <br />Street. and that the permit would be null and <br />not go through. <br /> <br />could issue building <br />being ordered on School <br />void should the project <br /> <br />It was the consensus of the City Council to agree with Counci1member <br />Williams. <br /> <br />7. <br /> <br />Discussion Item <br /> <br />e <br /> <br />The City Administrator expressed some concerns he had regarding the <br />position of City Administrator. Discussion was held regarding this <br />matter and also the fact that a receptionist in the office would free up <br />a lot of time for the clerical people in the office. It was the <br />consensus of the City Council to hire a part time receptionist. <br />
