Consider Preliminary Plat of North Meadows 2nd Addition, by Joyce Mickelson, <br /> Public Hearing, Case No. P 94-03 <br /> Staff report presented by Steve Ach. Mr. Ach stated that the applicant has not <br /> provided staff with the necessary information for review of the preliminary plat <br /> request, therefore, recommended the Planning Commission table this request <br /> until the April 26, 1994, Planning Commission meeting. <br /> COMMISSIONER KREGER MOVED TO TABLE THE PRELIMINARY PLAT REQUEST BY <br /> JOYCE MICKELSON, CASE NO. P 94-03, TO THE APRIL 26, 1994, PLANNING <br /> COMMISSION MEETING. COMMISSIONER KUESTER SECONDED THE MOTION. THE <br /> MOTION CARRIED 6-0. <br /> Commissioner Kreger stated that he has a conflict of interest regarding Agenda Items 6 <br /> and 7 and would abstain from discussion and voting on these two items. Commissioner <br /> Kreger removed himself from the table. <br /> 6. Planning Commission Comments on Gravel Mining Draft EIS <br /> Staff report presented by Steve Rohlf. Mr. Rohlf explained that this item was a <br /> "discussion" item only, therefore, the Commission did not have to vote on this <br /> particular item. However, Mr. Rohlf explained that all comments would be <br /> welcomed and forwarded to the City Council. Comments from the Planning <br /> Commission included: <br /> • 1. Straightline is spelled incorrectly in the DEIS (Straightline is one word, not <br /> two). This operator employs five people. <br /> 2. The groundwater contours near the Elk River Landfill are incorrect. The <br /> contours have been revised on a new groundwater contour map. <br /> 3. There is a word missing between pages 3-31 and 3-32. The word <br /> influence has been added at the top of page 3-32. <br /> 4. The EIS become part of the Elk River comprehensive Plan. <br /> 5. Members of the Planning Commission expressed concern that wildlife <br /> will be disturbed. <br /> Chairman Tveite and Commissioner Minton commended Steve Rohlf for the work <br /> and research regarding this item. Mr. Rohlf thanked the Commission and stated <br /> the individual gravel miners should also be complimented on their cooperation <br /> regarding the joint EIS. Commissioner Eberley stated that the City Council should <br /> be made aware of the Planning Commission's strong view regarding restoration. <br /> Further, Commissioner Eberley stated she would like to see this document as part <br /> of the findings for the update of the Comprehensive Land Use Plan. <br /> Commissioner Eberley also commented on how well done this report was. <br /> • <br /> pc3-22.minutes <br />
