Please refer to these letters for specific <br /> comments regarding the package of plans submitted for review. The <br /> following is a summary of staffs review of the proposed plans. <br /> Site Plan <br /> Overall, the proposed site plan is generally consistent with the <br /> approved Development Plan. The two areas of discrepancy are the <br /> traffic control/landscaping islands along the east end of each parking <br /> row and signage along Jackson Road. These will be described later in <br /> the report. <br /> Parking and Circulation <br /> Considerable attention has been given to the circulation element of <br /> this development. Staff has suggested the following: <br /> • • Eliminating the cut out parking in front of the northerly retail bays to <br /> reduce conflicts along this major drive aisle. <br /> • Removing the sharp curves from the drive aisle next to the building. <br /> • Improve the intersection of the entrance drive off Jackson Road and <br /> the drive aisle at the northeast corner of the Target Store. <br /> • Redesign the southerly most entrance to the shopping center off <br /> Freeport Avenue. <br /> The developers are proposing to deviate away from the approved <br /> Development Plan by eliminating islands from the easterly perimeter of the <br /> parking rows. The concept would be to retain enough parking islands to <br /> control traffic movements and increase the size of those that are saved. One <br /> advantage of larger islands is to enhance the conditions for shrubs and trees <br /> to survive in a parking area. One disadvantage is, rather than having many <br /> islands with some landscaping, there are fewer with a lot of landscaping. <br /> This, in effect, may not achieve a complete "break up" of parking area with <br /> landscaped areas. Reducing the number of traffic islands does not <br /> compromise any of the traffic circulation concerns. <br /> • <br /> pcepc.doc <br />
