4p( ofTO: PLANNING COMMISSION
J1k, •
FROM: GARY SCHMITZ, ZONING ASSISTANT
River
DATE: DECEMBER 28, 1993
SUBJECT: ACCESSORY STRUCTURE DISCUSSION
BACKGROUND
Throughout the past year, the City of Elk River has received
several conditional use permit requests for accessory
structures . In fact, of the 40 conditional use permit requests
in 1993, 10 were related to accessory structures .
Attached is a summary of the 1993 accessory structure
requests . Also attached is a summary of what other cities do
to regulate accessory structures .
Staff would like to initiate a discussion on a possible zoning
ordinance amendment where new standards could be implemented to
limit the number of conditional use permit requests . The
current accessory structure ordinance requires that any
detached accessory structure used for storage purposes, over
1,000 square feet in size, must go through the conditional use
permit process . Detached, agricultural accessory structures
are allowed to be a maximum of 2, 000 square feet before a
conditional use permit is required. Metal skin accessory
structures are only allowed in the Rla and Al zoning districts,
and are required to meet a 300 foot setback from any
neighboring dwelling. A conditional use permit is also
required for any metal skin building constructed within a
platted area.
RECOMMENDATION
As I mentioned before, this is a discussion item and no formal
action is required. Staff does have a good handle on how to
regulate accessory structures within the Rib, Ric, Rld, and Rle
zoning districts . However, accessory structures within the Rla
and Al zoning districts becomes more complicated due to the
wide variety of lot sizes, platted area, land uses,
architectural standards, etc . Staff would like Planning
Commission input before any formal ordinance amendment is
proposed.
P.O.
